We are recruiting to fill the position below: Job Title: Campaign Senior Technical Specialist Location: Abuja (FCT) Job purpose The Campaign Manager will be responsible for planning, coordinating and implementing ITN distribution activities and financial management in implementation state. Four campaign managers will be engaged to cover all implementation states; each state will be managed by a campaign manager. Scope of work The role involves ensuring the proper planning and coordination of all activities related to the delivery of ITNs to households in the implementation state including macro and microplanning, advocacy, procurement, supply chain management, household mobilization, demand creation as well as monitoring, evaluation and reporting of the process. This role will back-stop the State Support Team of NMEP in the technical, demand creation, logistics and security work streams to ensure the delivery of a high-quality campaign. Key working relationships This role will involve working under the supervision of the Senior Project Manager and collaborate closely with: The post holder will represent Malaria Consortium in relevant technical working groups including IVM and ITN campaign coordination platforms alongside the Senior Project Manager. Campaign managers in all implementation states, National Malaria Elimination Program, State Ministries of Health and State Support teams, Malaria Consortium country and head office technical teams. Key accountabilities Technical leadership, strategy and advisory: Provide overall technical leadership for ITN campaign design, planning and implementation. Lead the definition of campaign technical strategies, including targeting, distribution modalities, digitization approaches and risk mitigation Seve as the primary technical focal point for campaign-related technical decisions. Ensure alignment with the national malaria guidelines and policies, donor requirements: and global best practices Workstream technical oversight and integration: Provide technical oversight and coherence across all campaign workstreams: Support workstream advisors and Campaign Managers to identify risks, gap and corrective actions. Social and Behaviour Change Communication (SBCC) Monitoring, Evaluation, Accountability and Learning (MEAL) Training and capacity building Microplanning Ensure effective integration of multi-product campaigns and security considerations. Logistics and supply chain Digital sign-up and data systems Other strategic key accountability areas: Lead technical oversight of logistics and supply chain management, ensuring effective warehousing, transportation, security, reverse logistics, waste management, ITN accountability, reconciliation and adoption of SOPs and digital tracking. Oversee technical design and validation of campaign planning tools and process including macroplans, microplanning templates, GIS-informed targeting approaches and digitised systems while leading risk assessments and mitigation strategies covering operational, security and technical risks. Ensure high-quality technical reporting, documentation and knowledge management including preparation of technical reports, dashboards, donor updates, learning briefs and policy inputs while representing Malaria Consortium in relevant technical coordination platforms and ensuring compliance with organizational policies and security protocols. Provide strategic technical leadership for ITN campaign planning and implementation, including development of campaign plans of action, timelines, macro budgets, ITN quantification, targeting and allocation of strategies, ensuring equity-focused approaches for vulnerable and hard-to-reach populations. Provide technical guidance on Social and Behaviour Change strategies (SBC), including development of comprehensive SBC plans, rumour management approaches, advocacy strategies, campaign messaging and integration of SBC components into training, microplanning and digital platforms. Lead monitoring evaluation, accountability and learning for ITN campaigns including development of M&E frameworks, indicators, evaluation protocols, real -time data analysis, digitized performance monitoring systems and post campaign assessments to drive evidence-based decision making and quality improvement. Person specification Qualifications and experience: Essential: Experience: working with national malaria programmes, donors and international NGOs Advanced degree in Public health, Epidemiology, Health Informatics, Data Science or related field. Proven experience: providing senior technical leadership across multi-workstream environments. Strong knowledge of ITN campaign design, logistics, SBC and M&E Minimum of 5-7 years’ experience: in malaria programming or large-scale public health campaigns. Proficiency in data analysis and visualization tools (Excel, Power BI, Tableau, R, Python, DHIS2, KoboToolbox) Desirable: Thorough understanding of preventive aspects of malaria control Experience: in using participatory adult learning techniques Previous experience: in mass campaign ITN distribution activities is a plus Previous hands-on experience: working in hard-to-reach locations Familiarity with the strategies and guidelines of NMEP as well as SMEP Work-based skills and competencies: Essential: Good writing and communication skills Experience: conducting independent process evaluation or coverage assessments.
