We are recruiting to fill the position below: Job Title: Infrastructure Procurement Manager Location: Abuja (FCT) Employment Type: Full-time Job Summary The successful candidate will understand infrastructure procurement specifically — the difference between goods supply, works contracts, different forms of contract and procurement routes; the role of the different parties under the contract (e.g. employer and employer's representative); retentions; defects liability provisions; and the challenges of procuring construction works in markets with limited contractor capacity/ potential community involvement in works. Timelines are tight and the projects must advance through the project cycle quickly. This is a specialist infrastructure procurement role requiring expertise in donor-funded procurement compliance and the practical realities of the Nigerian construction works and goods market. The role sits in Abuja with the SPRiNG Core Team whilst maintaining close working relationships with field engineers based in Benue and Plateau. The Procurement Manager will lead all procurement and contracting activities for the SPRiNG CDEL infrastructure programme, working across Benue and Plateau states. This is not a generalist procurement role. The Procurement Manager will own the procurement policy, manage procurement cycles from preparation to contract award, provide contract oversight support during construction, and maintain the programme's compliance and documented audit trail throughout. Key Responsibilities: Procurement Policy and Strategy: Advise the field engineers and the team on appropriate procurement routes for each project type — e.g. D&B versus traditional and applicable tender process based on the procurement policy taking account of programme deadlines. Review update and maintain the SPRiNG CDEL Infrastructure Procurement Policy — managing the FCDO no objection process, ensuring the team understand and apply it correctly, and updating it as programme requirements: evolve. Develop and maintain standard template procurement documents for each contract type used by the programme — invitation to tender, contract terms and conditions, evaluation criteria, contract award notice etc. This should be based on common best practice in Nigeria and robust. Where possible, standard forms (e.g. FIDIC or forms of contract commonly used locally) should be used if appropriate and adapted using specific conditions. Develop procurement strategies for each works package — confirming procurement procedure, packaging approach, contract type, and pricing and procurement strategy. Undertake a rapid pre-qualification process of contractors and suppliers across Benue and Plateau states — managing the PQQ process, evaluating credentials for the types of work that SPRiNG will complete to expedite subsequent procurement processes. Support field team with developing the institutional strategy and undertake political economy analysis in identifying appropriate procurement strategy and contracting entity to hold the overall works contract. Support the field team with appropriate Memorandum of Understanding (MOU) to facilitate the implementation of the works. This needs to bear in mind the plan to package the works into larger sized contracts if possible to make management and oversight more efficient. Procurement Cycle Management: Prepare and submit FCDO no-objection requests for various project stages. Lead tender evaluation — convening and chairing evaluation panels, managing scoring processes, preparing tender evaluation reports for FCDO no objection. Prepare all tender documents for each procurement cycle — incorporating technical specifications and BoQs from the field engineers into complete, compliant tender packages. Review standard forms of contract and use and adapt specific conditions to the local market and contractor capacity / project types. Manage the tender process including issuing tender documents, coordinating pre-bid site visits with field engineers, responding to clarifications etc. Manage contract negotiations and award — conducting negotiations within approved parameters, preparing contract documents for execution, and managing the contract signing process with employers and contractors. Manage advertisement and shortlisting processes — drafting and placing advertisements, managing PQQ returns, preparing shortlisting recommendations for procurement committee approval. Maintain the procurement register and audit trail for all procurement activities with complete documentation filed and accessible for audit. Contract Management Support: Provide CDEL drawdown forecasting to the Programme Manager as part of the programme forecasting to FCDO. Support management of contractor performance issues — documenting poor performance, advising on notice procedures, and supporting any contract termination or remediation process. Maintain a contract register tracking all active contracts — status, payment history, milestone dates, retention balances, and DLP end dates. Manage retentions — tracking retention amounts and processing retention release at both practical completion and the end of Defects Liability Periods (DLPs). Advise field engineers on contractual matters during implementation — interpreting contract conditions, advising on instruction and variation procedures, and supporting and drafting variations and claims management. Review and process payment certificates submitted by field engineers — confirming contractual entitlement. Ensure payment certificates are signed by the relevant people. Supplier and Market Engagement: Identify and engage potential contractors for the pre-qualification roster in Benue and Plateau states. Conduct market assessments for fast-track packages — identifying potential suppliers, confirming lead times, and advising on realistic procurement and delivery timelines. Conduct market testing through maintaining relationships with key suppliers in the Nigerian market — relevant works contractors and equipment manufacturers, e.g. solar equipment suppliers, drilling contractors, building materials suppliers — tracking local pricing, lead times etc. Ethics, Compliance and Safeguarding: Provide procurement training and guidance to field engineers and other programme staff if needed to ensure consistent application of procurement policy across the programme. Conduct due diligence on all shortlisted contractors and suppliers, e,g. verifying registrations, tax clearance, cash position etc. Supply chain mapping for FCDO reporting, Apply and enforce the programme's policies on safeguarding, anti-bribery and all other relevant company policies throughout all procurement activities. Knowledge of safeguarding and how to integrate this into contracts. Training of contractors on safeguarding. Identify and manage any conflicts of interest in the evaluation process. Essential qualifications and experience: Demonstrated experience: managing procurement processes on other donor projects (for example, these could be FCDO, World Bank, USAID, or equivalent donor procurement rules — understanding of no-objection procedures, procurement thresholds, and audit requirements. Experience: of infrastructure procurement on donor funded projects is required. Strong knowledge of the Nigerian construction market — contractor capacities, pricing, supply chain constraints, and contracting risks in northern Nigeria. Degree in quantity surveying, engineering, or closely related discipline such as procurement or contract management— professionally qualified in Nigeria. Experience: managing tender evaluation processes and preparing evaluation reports to a high standard. Experience: drafting and managing works contracts in the Nigerian context — understanding of the types of works contracts used as appropriate to the context and advising the team on this. E.g. FIDIC short form, other donors etc, or bespoke locally used forms of contract. Experience: working in programmes operating in conflict-affected states in Nigeria. Minimum 8 years infrastructure procurement experience: — specifically managing tender processes for civil works covering water supply (boreholes), small buildings, processing facilities, solar energy. Language – English, local languages advantage. Demonstrated experience: preparing tender documentation — ITTs, PQQs, BoQ traditional contracts, performance-specified D&B contracts and management contractor in particular. Desirable: Experience: with goods and equipment procurement as well as works — solar systems, cold storage, market infrastructure equipment Experience: developing and maintaining pre-qualification registers on other programmes.
