We are recruiting to fill the position below: Job Position: WASH Consultant Engineer Job Location: Abuja (FCT) Employment Type: Full-time Job Summary The WASH sector in Nigeria is committed to accelerating progress towards achieving the Sustainable Development Goals (SDGs) by ensuring equitable access to safe, inclusive, and sustainable WASH services. Beyond expanding access, there is an increasing focus on strengthening WASH services in institutions, particularly schools and primary health care (PHC) facilities, as these are essential for improving education, health outcomes, infection prevention and control (IPC), nutrition, and overall well-being. Despite progress made over the years, significant gaps remain in the availability, functionality, accessibility, and sustainability of WASH services in schools and PHC facilities. Many institutions lack adequate water supply, safe sanitation facilities, functional hand hygiene infrastructure, and effective operation and maintenance systems. In addition, inadequate attention to menstrual health and hygiene (MHH) continues to affect the dignity, health, attendance, and participation of adolescent girls and women in schools and health facilities. These challenges are further compounded by limited institutional capacity, weak coordination across sectors, inadequate monitoring systems, and insufficient financing for sustainable WASH service delivery. UNICEF has been supporting the Federal Ministry of Water Resources and Sanitation (FMWRS), the Federal Ministry of Education, the Federal Ministry of Health and Social Welfare, and State Governments to strengthen WASH in Institutions (WinI) through the development and implementation of national guidelines, standards, capacity-building initiatives, and evidence-based programming. UNICEF also supports the integration of menstrual health and hygiene into WASH and education: programming, while promoting climate-resilient, gender-responsive, disability-inclusive, and safely managed WASH services in schools and primary health care facilities. To sustain and scale these efforts, there is a need for dedicated technical support to coordinate implementation, strengthen institutional capacity, facilitate multi-sectoral collaboration, support monitoring and reporting, and ensure that WASH in Institutions interventions are aligned with national priorities and global standards. The WASH in Institutions Consultant will provide technical assistance to relevant federal and state ministries, and implementing partners in planning, coordinating, implementing, monitoring, and documenting interventions related to WASH in schools, primary health care facilities, and menstrual health and hygiene. The consultant will support the implementation of national priorities, contribute to the development of technical guidance and capacity-building initiatives, strengthen evidence generation and knowledge management, and promote sustainable, inclusive, climate-resilient, and gender-responsive WASH services in institutions. The consultant will be managed by a third party, with oversight and technical supervision provided by the UNICEF Abuja Office to ensure the effective delivery of all planned activities. Main Responsibilities: and Tasks The monthly action plan must be discussed and agreed with his/her supervisor before implementation in the field. The Consultant will: Undertake stakeholder mapping and analysis to strengthen WASH in Institutions (WinI) programming, including schools, primary health care (PHC) facilities, and menstrual health and hygiene (MHH), and identify opportunities for improved multi-sectoral coordination and collaboration at federal and state levels. Support state and local government teams in strengthening the planning, coordination, implementation, and monitoring of WASH services in schools and PHC facilities, ensuring alignment with national standards and UNICEF priorities. Provide technical support to the Federal Ministries of Water Resources and Sanitation, Education, and Health and Social Welfare, as well as relevant State Ministries, in developing and implementing policies, guidelines, technical tools, and coordination mechanisms that strengthen WASH in Institutions and Menstrual Health and Hygiene programming. Support UNICEF and partner governments in planning, implementing, monitoring, and documenting WASH in Institutions interventions, including improving access to climate-resilient, gender-responsive, disability-inclusive, and safely managed WASH services in schools and PHC facilities. Support the development, adaptation, and implementation of monitoring and reporting tools for WASH in Institutions, including facility assessment tools, performance tracking systems, Menstrual Health and Hygiene indicators, and mechanisms for monitoring the functionality, operation, and maintenance of institutional WASH facilities. Support federal and state governments in strengthening coordination platforms and technical working groups related to WASH in Institutions, including organizing coordination meetings, joint monitoring visits, capacity-building activities, and annual review and planning workshops. Provide technical support for the integration of Menstrual Health and Hygiene into education, health, and WASH programmes, including the development of implementation plans, advocacy materials, training packages, and knowledge products. Monitor implementation progress across supported states; identify, document, and disseminate evidence, lessons learned, innovations, and best practices to strengthen programme quality, facilitate peer learning, and inform policy and programme improvements. Prepare high-quality technical reports, briefing notes, presentations, and other documentation required by UNICEF and government counterparts, and support donor reporting related to WASH in Institutions Undertake any other relevant assignment as requested by the supervisor to support the achievement of UNICEF's WASH in Institutions programme objectives. Deliverables Stakeholder mapping and analysis report identifying key actors, coordination mechanisms, gaps, and opportunities for strengthening WASH in Institutions (schools, primary health care facilities, and menstrual health and hygiene) in each of the supported states. Draft Terms of Reference (ToRs), technical guidance notes, or coordination frameworks for strengthening WASH in Institutions coordination mechanisms and Technical Working Groups at federal and state levels, as applicable. Monitoring and reporting tools developed or adapted for tracking WASH in Institutions performance, including functionality of WASH facilities in schools and PHC facilities, operation and maintenance, Menstrual Health and Hygiene indicators, and implementation progress. Environmental Health Clubs (EHCs) in schools and WASH Facility Improvement Tool (WASH FIT) teams in primary health care facilities established, strengthened, and supported to function effectively, with documented evidence of implementation, monitoring, and sustainability measures. Technical support provided to the WASH in Schools (WinS), WASH in Health Care Facilities (WHCF), and Menstrual Health and Hygiene (MHH) Technical Working Groups under the Federal Ministry of Education, the National Primary Health Care Development Agency (NPHCDA), and the Federal Ministry of Women Affairs, respectively, including documented meeting reports, action plans, technical inputs, and follow-up on agreed actions. Monthly analytical reports on the implementation of WASH in Institutions activities, highlighting progress, bottlenecks, lessons learned, and recommendations for improving programme delivery across supported states. Monthly, quarterly, and annual reports documenting achievements, challenges, opportunities, and recommendations related to WASH in Schools, WASH in Primary Health Care Facilities, and Menstrual Health and Hygiene programming. Evidence of strengthened WASH in Institutions coordination mechanisms in supported states, including approved Terms of Reference, meeting reports, action plans, and records of coordination meetings, joint monitoring visits, or capacity-building activities. Analytical reports from quarterly programme review meetings, supportive supervision visits, and joint monitoring missions, including findings, action points, and recommendations for improving WASH in Institutions programming. At least six human-interest stories, case studies, success stories, or knowledge products documenting promising practices, innovations, and programme impact in WASH in Schools, WASH in Health Care Facilities, and Menstrual Health and Hygiene for dissemination by UNICEF and government partners. Technical reports and meeting notes from national and state-level workshops, trainings, coordination meetings, and consultations related to WASH in Institutions, including recommendations and follow-up actions. No payment will be released without UNICEF approval of the agreed monthly work plans, deliverables, and progress reports. Requirements: Education: Background: Master's Degree, or its equivalent in Civil / Environmental Engineering, Water & Sanitation, Public Health, Public Administration, Business Administration, Management, Development studies and any other relevant field. Language: Good communications and writing skills in English. Work Experience: At least 5 years of relevant experience: in programme planning, implementation and monitoring, preferably in the water and sanitation sector.
