The project seeks to enhance the competitiveness, resilience and inclusiveness of Nigeria’s horticulture sector, with particular emphasis on the tomato value chain in Kaduna State. Specifically, HORTISUN aims to increase productivity, reduce post-harvest losses and promote sustainable agribusiness models through youth- and women-led micro, small and medium-sized enterprises (MSMEs). Using a Market Systems Development (MSD) approach, the project will work with relevant market actors and leverage the capacities of MSMEs to achieve sustainable impact, scalability and replication. The project will be implemented over a period of 24 months, from September 2026 to August 2028. Job Summary The Finance and Administration Officer will ensure sound financial management, accounting, and administrative systems to guarantee transparency, efficiency, and compliance with AfDB/FAPA and WEWE policies. He/She will report to the Project Coordinator. The officer will ensure effective financial management, reporting, and administrative oversight for the HORTISUN project, enabling efficient use of resources and compliance with AfDB/FAPA and WEWE standards. Key Responsibilities: and Tasks Financial Reporting: Prepare monthly, quarterly, and annual financial statements in line with donor requirements. Financial Planning and Budgeting: Develop, monitor, and update project budgets; provide forecasts and financial projections. Overall - To ensure sound financial management, compliance, and reporting. Accounting and Record-Keeping: Maintain accurate financial records, track expenditures, and ensure proper documentation. Compliance and Internal Controls: Implement internal controls; ensure all financial Transactions adhere to AfDB/FAPA and WEWE guidelines: Transparency and Advisory Support: Keep record, ensure compliance; and advise management on financial risks and opportunities. Audit and Accountability: Support internal and external audits; implement corrective measures as recommended. Procurement and Payment Oversight: Review procurement financials; approve payments in line with established procedures. Cash Flow Management: Monitor project cash flow and ensure timely disbursement of funds to staff, vendors, and partners. Deliverables Records and documentation for audits. Monthly, quarterly, and annual financial reports. Reports on financial compliance and internal control assessments. Approved budgets and financial plans. Qualifications and High integrity and attention to detail. Knowledge of AfDB, FAPA, or multilateral donor financial regulations. Minimum 4 years’ experience: managing finances in donor-funded development projects. Degree in Accounting, Finance, or Business Administration; professional certification (ACCA, ICAN, CPA) is an advantage. Excellent analytical, reporting, and organizational skills.
