The consultancy will follow the Administrative Data Maturity Model (AdaMM) to diagnose the maturity of Nigeria’s administrative data landscape (selected social sectors) at national and subnational level. Levels: Federal (core MDAs), with selected state engagements. Sectors (illustrative): Health/HMIS, Education/EMIS, Social Protection registries, CRVS, and cross-cutting national platforms/registries (e.g., facility, school, and population registries). Focus: People-centered, lifecycle data for children; equity relevant disaggregation; governance, standards, architecture, and interoperability. Relevant work experience: with national bureau of statistics and other government agencies is key. Relevant experience: in leading and facilitating workshops and dialogues related to data systems. Language Requirements: English (excellent communication and writing skills) Knowledge/Expertise/Skills Demonstrated experience: assessing administrative data systems and applying maturity models (preferably ADaMM or comparable models). Expertise in data governance, privacy and security, and sectoral information systems (health, education, social protection, CRVS). Strong competency in facilitation multi-stakeholder dialogue, capacity building, and codesign with government.
