We are recruiting to fill the position below: Job Title: Knowledge Base (KB) Licensor & Developer Location: Remote Employment Type: Contract Overview The role combines external-source licensing and permissions review with practical knowledge-base development: identifying relevant external sources, classifying their use status, sourcing approved knowledge materials, and converting cleared content into structured, tagged, traceable, AI-ready KB objects. Tongston is looking for a Knowledge Base Licensor & Developer to support the Education: workstream for T-World and the wider Tongston ecosystem. This role is for someone who can operate with ownership, good judgement, documentation discipline and weekly delivery accountability in a fast-moving AI-enabled product environment. This role sits under the Education: workstream because the knowledge base is part of T-World’s learning, curriculum, teaching, assessment, recommendation and VIP development foundation. Role Purpose The purpose of this role is to own the first-line external knowledge-base pipeline: from source identification and licensing classification to KB object development, indexing, handoff and maintenance. The role helps Tongston answer How should cleared external materials be structured, tagged, stored, indexed and maintained as usable KB objects? Which external sources are relevant to T-World’s education, enterprise, media, finance, user journey, functional industry, role, assessment, VIP Metrics and AI-use needs? Which materials are green, yellow, orange, red, restricted, blocked, permission-pending or ready for development? What are the licensing, copyright, permissions, attribution, restriction, commercial-use or platform-use conditions attached to each source or content item? What needs to be handed off to other team members. Roles & Responsibilities: THINK (Source Strategy, Licensing Logic & KB Development Planning): Translate Education: Lead priorities into clear external-source plans, source lists, licensing-review priorities and KB development deliverables. Plan how approved or cleared materials should be converted into KB objects, including object type, scope, tags, metadata, source references, owner, review status and downstream AI use case. Identify relevant source environments and content items, including websites, repositories, journals, books, courses, reports, policy documents, articles, chapters, datasets, attachments and other knowledge materials. Classify sources and content items using Tongston’s approved traffic-light or permissions framework, including green, yellow, orange, red, restricted, unclear, mixed, permission-pending and blocked statuses. Distinguish between platform-level clearance and object-level clearance, especially where a website or database is broadly usable but a particular document, chapter, course or attachment has different conditions. Review licensing terms, copyright notices, IP notices, platform terms, permissions language, attribution requirements, commercial-use restrictions, modification/reuse rights, download restrictions, expiry conditions and object-level use terms. Flag legal, licensing, IP, confidentiality, source-quality, bias, sensitivity, currency or use-boundary risks early instead of making unsupported assumptions. CREATE (Clear Sources, Build KB Objects & Maintain Registers): Populate and maintain the Licensing and Permissions Register with source name, URL, source type, content item, date accessed, licence/permission status, classification, restrictions, attribution requirements, evidence, rationale, owner and next action. Preserve source-use conditions downstream so that AI Governance, AI Engineering, Technology, KB Reviewers and Product teams know what the KB may or may not be used for. Source actual external KB materials only from approved, green, cleared or conditionally cleared sources, in line with the documented use restrictions. Populate the Master KB Index and related KB trackers with object IDs, object titles, object types, short descriptions, source IDs, licence status, tags, related user types, widgets, industries, functions, roles, courses, assessments, VIP Metrics or AI use cases where applicable. Prepare permission-request packs where required, including source summary, intended use, restriction notes and owner/contact information, while escalating permission-dependent cases to the approved AI Governance / LPRGC / Finance workflow. Extract, summarise, structure, tag and format cleared materials into KB-ready objects using approved templates, metadata fields, naming conventions, folder structures and version-control rules. Revise KB objects based on feedback from team members. Maintain evidence trails such as source links, screenshots, saved files, terms notes, permission notes, licence evidence, download records and use-boundary summaries. For any external KB source classified as Yellow, the IC will manage the permissions follow-up process. This includes identifying the IP owner or rights holder, preparing and sending permission-request emails, tracking responses, documenting approvals or restrictions, and updating the Licensing and Permissions Register. Work with LPRGC on copyright, IP, licence, contract, or legal-document issues, and with Finance where licence fees, subscriptions, royalties, paid access, or other payments are required. Yellow-classified content must not move into KB development until the relevant permission, clearance, payment, contract, or approval has been obtained and properly documented. SELL (Handoff, Maintenance, Escalation & Improvement): Recommend improvements to the Licensing and Permissions Register, Master KB Index, KB templates, metadata rules, traffic-light guidance, handoff notes and development workflow based on delivery experience. Support periodic review of sources and KB objects to check whether terms, links, permissions, content relevance or source quality have changed. Fulfil additional tasks as required that are incidental to the above. Produce clear weekly or deliverable-based updates showing sources reviewed, sources approved/restricted, KB objects created, blockers, escalations, risks and next actions. Keep all files, evidence, source materials, registers, indexes and outputs well named, versioned, permissioned and easy to retrieve for future team use. Maintain approved-source lists, restricted-source lists, permission-pending trackers, blocked-source notes, KB gap logs, source-quality notes and deprecation/update logs. Escalate yellow, orange, unclear, sensitive or legally uncertain materials to the correct owner rather than progressing them informally. Provide clean handoff notes to KB Review and AI Output Testing, showing source status, licensing limits, object purpose, metadata, assumptions, gaps and required review steps. Expected Outputs Source classification records and traffic-light status logs. Structured external KB objects. Weekly delivery summaries and escalation notes. Master KB Index entries and KB tracker updates. Permission-request packs and permission follow-up trackers where assigned. Licensing and Permissions Register updates. Gap logs, issue logs, deprecation/update notes and handoff notes for KB Review / AI Output Testing. Knowledge, Skills & Attitude Requirements: Knowledge: Candidates do not require a legal background, however must understand and appreciate that licensing, permissions and source-use decisions require careful evidence, escalation discipline and respect for boundaries. Working awareness of reviewing and synthesizing copyright, licensing, attribution, Creative Commons-style permissions, public-domain indicators, open-access materials, website terms, content-use restrictions and permission-request workflows is useful but not required. Understanding of how approved, traceable and well-structured knowledge inputs support AI-enabled search, recommendations, curriculum, assessment, retrieval, user guidance and product workflows is useful but not required. Understanding of Tongston’s education, enterprise, media, finance pillars; T-World and entrepreneurial thinking model is an advantage.
