The Mechanical Engineer – Tendering & Budgeting will provide technical and commercial support in the preparation of competitive tenders, cost estimates, and budgets for mechanical packages and full EPCIC scopes. The role serves as a key technical-commercial interface with IOC clients, bridging engineering expertise with commercial acumen to ensure accurate, compliant, and profitable bids while supporting project budgeting and cost control. Key Responsibilities: Tendering & Proposal Development: Develop Bills of Quantities (BOQ), material take-offs, and cost breakdowns for piping, rotating equipment, static equipment, HVAC, firefighting systems, and related mechanical works. Identify technical risks, opportunities, and value-engineering options during the tender stage. Support clarification meetings, site visits, technical presentations, and post-tender negotiations with IOC clients. Coordinate with internal disciplines (Process, Piping, Structural, Electrical, Instrumentation) and external vendors/subcontractors to obtain accurate quotations and technical inputs. Prepare detailed mechanical cost estimates, including equipment, materials, fabrication, installation, labour, and subcontract packages. Prepare technical submissions, compliance matrices, and method statements related to mechanical scope. Act as a primary technical interface with IOC client representatives during the tender phase, responding to queries and ensuring alignment with client standards and expectations. Analyze Invitation to Tender (ITT), Request for Proposal (RFP), and bid documents from IOC clients to extract mechanical scope, specifications, and requirements. Budgeting & Cost Management: Develop project budgets and cost estimates for awarded mechanical scopes. Maintain historical cost databases and unit rates for continuous improvement of estimating accuracy. Prepare cash-flow projections and cost control baselines. Monitor actual costs against budgets during project execution and flag variances. Support change order estimation and variation claims with accurate mechanical cost data. Technical Engineering Support: Provide technical input on equipment selection, sizing, and specifications during tender and early project phases. Review mechanical designs, drawings, datasheets, and vendor documents for compliance with project specifications, codes (ASME, API, ASTM, etc.), and IOC client standards. Support constructability reviews and installation methodology for mechanical systems. Client Interface & Cross-functional Collaboration: Ensure timely handover of tender documentation and assumptions to the project execution team upon award. Work closely with the Commercial/Proposal team, Project Controls, Procurement, and Operations. Contribute to lessons-learned sessions and continuous improvement of estimating processes. Serve as a key point of contact for IOC clients on mechanical technical and commercial matters during tenders and early project stages. Any other task as may be assigned by the Managing Director Requirements: Strong client-facing and stakeholder management skills, with the ability to communicate effectively with IOC representatives. Good understanding of commercial terms, risk assessment, and tender strategy. Knowledge of relevant codes and standards (ASME, API, ASTM, ISO, etc.). Excellent cost estimation and budgeting skills with advanced proficiency in Microsoft Excel (and preferably estimating software). Strong mechanical engineering fundamentals and ability to interpret P&IDs, isometric drawings, equipment datasheets, and technical specifications. Ability to work under tight tender deadlines and manage multiple bids simultaneously. Strong analytical, numerical, and attention-to-detail abilities. Preferred Attributes: Previous exposure to both onshore and offshore mechanical scopes. Experience: with major IOC or large indigenous oil & gas projects in Nigeria. Professional membership (e.g., COREN, NSE) is an added advantage. Ability to travel to project sites or client locations when required.
