The HSE Officer is responsible for supporting the implementation, monitoring, and continuous improvement of the company's Health, Safety, and Environmental management system on the drilling rig. The role ensures that drilling and support activities are conducted safely, in compliance with company policies, applicable legislation, client requirements, and industry standards. Key Responsibilities: Health, Safety & Environmental Management: Conduct safety audits and inspections of work areas, equipment, and operations. Identify hazards and ensure appropriate risk controls are implemented. Monitor lifting, working-at-height, confined-space, hot-work, and other high-risk activities. Promote a strong safety culture among all crew members. Monitor compliance with Permit to Work (PTW) requirements. Conduct routine HSE inspections and workplace observations. Implement and monitor company HSE policies, procedures, and standards onboard the rig. Conduct toolbox talks and safety briefings as required. Monitor compliance with PPE requirements. Review and monitor Job Safety Analysis (JSA/JHA), Risk Assessments, and Method Statements. Incident Management: Maintain accurate HSE records and statistics. Report, investigate, and document accidents, incidents, near misses, and unsafe acts. Track close-out of HSE findings and corrective actions. Assist in determining root causes and recommend corrective and preventive actions. Emergency Preparedness: Assist in maintaining emergency response plans and procedures. Support emergency response activities during incidents. Coordinate and participate in emergency drills and exercises. Ensure emergency equipment and systems are inspected and maintained. Environmental Management: Monitor prevention and control of oil/chemical spills. Monitor environmental compliance and report environmental incidents. Ensure proper storage and handling of hazardous substances. Maintain relevant environmental records and reports. Monitor waste management and segregation. Training & Reporting: Prepare daily, weekly, and monthly HSE reports. Identify HSE training needs and support the delivery of relevant training. Participate in management and client HSE meetings. Maintain HSE training and competency records. Promote safety campaigns and behavioural safety initiatives. Conduct safety inductions for new employees and contractors. Key HSE Performance Indicators Corrective-action close-out rate. Toolbox talk and safety meeting compliance. HSE inspection and audit completion rate. Compliance with PTW and JSA requirements. Reduction in recordable incidents and near misses. HSE training completion rate. Emergency drill performance. Environmental compliance and waste-management performance. Qualifications NEBOSH, IOSH, or equivalent HSE qualification is highly desirable. Valid offshore safety certification and medical fitness where applicable. Relevant professional HSE certification/membership is an advantage. Offshore drilling experience: is highly advantageous. Knowledge of applicable HSE legislation, industry standards, and client requirements. 3–5 years of relevant HSE experience, preferably in oil & gas, drilling, marine, or offshore operations. Bachelor's Degree / HND in Occupational Health & Safety, Environmental Management, Engineering, Sciences, or a related discipline. Core Competencies: Attention to detail.
