We are recruiting to fill the position below: Job Title: Consultant (For Endline Evaluation for the Strategic Partnership Programme II (SPA II) and MOVE Project) Locations : Abuja, Akwa Ibom, Enugu, Lagos, Kwara, Borno, Adamawa, and Yobe Background The SPA II project is a five-year initiative (2022–2026) implemented across Abuja, Akwa Ibom, Enugu, Lagos, Kwara, and the BAY states (Borno, Adamawa, Yobe). It focuses on: As the project approaches completion, a comprehensive Endline Evaluation is required to assess achievements, effectiveness, relevance, and sustainability. This evaluation will provide evidence of results, identify lessons learned, and generate actionable recommendations for future programming. Promoting sustainable livelihoods through climate accountability and green private sector engagement. Strengthening youth-led programmes, campaigns, and advocacy for resilience and protection. Expanding democratic space and access to public services. The purpose of this assignment The consultant/firm will conduct a robust endline evaluation guided by OECD-DAC criteria (Relevance, Coherence, Effectiveness, Efficiency, Impact, Sustainability). The evaluation will: Provide evidence-based recommendations for future programme design and strategic improvements. Assess youth engagement, feminist leadership, and intersectional approaches. Analyse barriers, enablers, and trends influencing results. Document achievements and effectiveness of SPA II interventions. Objectives of the Endline Assessment The specific objectives are to: Identify lessons learned, best practices, and unintended outcomes. Evaluate youth participation, particularly young women, in democratic spaces, climate justice, and humanitarian contexts. Assess overall results achievement and impact of SPA II. Provide recommendations for strengthening ActionAid Nigeria’s added value to partners and constituents. Analyse relevance, coherence, and efficiency of programme strategies. Scope of Work The consultant/firm will undertake the following tasks: Participate in inception meetings with AAN project teams and MEL specialists. Apply feminist, decolonial, and anti-racist evaluation approaches. Train data collectors and ensure quality assurance of data collection. Collect and analyse quantitative and qualitative data across focal states. Conduct surveys, Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and field visits. Conduct desk reviews of project documentation, log frames, and theory of change. Design an evaluation methodology, sampling strategy, and tools. Produce a comprehensive evaluation report, summary findings, and user-friendly dissemination materials. Required Qualifications and Experience: The consultant/firm should have the following: Minimum of 7 years’ experience: in large-scale evaluations of complex programmes. Advanced Degree (Master’s/PhD) in Social Sciences, Development Studies, Public Policy, or related fields Strong experience: in youth-led change, climate justice, humanitarian response, and gender-responsive public services. Fluency in English and at least one relevant local language. Proven expertise in feminist leadership, intersectional analysis, and decolonial/anti-racist approaches. Demonstrated ability to apply OECD-DAC criteria and Outcome Harvesting. Excellent analytical, report writing, and presentation skills. Experience: with DANIDA or similar donor-funded projects is an advantage. Methodology The evaluation will adopt a mixed-methods approach, including: FGDs with young people, women, and marginalised groups. Cost-effectiveness analysis comparing alternative approaches. All data should be disaggregated by gender, age, and other relevant demographics, with emphasis on feminist MEAL principles. Desk review of secondary data and project documentation. Structured surveys and stakeholder analysis. Outcome Harvesting to identify and verify significant changes. KIIs with government agencies, youth-led organisations, and partners. Key Deliverables The consultant/firm is expected to deliver: Pre-tested data collection tools. User-friendly summary slides for community dissemination. Final Endline Evaluation Report incorporating feedback. Inception Report (methodology, sampling, work plan). Cost-Effectiveness Analysis (CEA) Report (8–10 pages). Summary findings (minimum 5 pages). Draft Endline Evaluation Report (35–50 pages). Raw and cleaned datasets (quantitative and qualitative). Duration of the Assignment: The endline survey will be implemented by the engaged consultant(s)/firm over 20 working days, covering the desk review, fieldwork, data analysis, and report preparation.
