Job Title: Building Project Manager Location : Country Office, Abuja Responsible to: Country Director and Building Committee / Board Line Management: Day-to-Day Oversight of the AAN Building Project Teams Job Purpose The Project Manager will serve as ActionAid Nigeria’s principal professional adviser and client-side representative for the planning, procurement, design development, construction, commissioning and handover of the headquarters building project. Working closely with AAN Management, the Project Manager will be responsible for helping define the project’s requirements, preparing the project brief, advising on procurement strategy, leading the procurement and management of professional consultants and contractors, and ensuring that the project is delivered in accordance with the approved scope, quality, budget, programme and governance arrangements. The Project Manager will coordinate the work of all consultants and contractors on behalf of ActionAid Nigeria and provide regular progress reports to Management and the Board/Building Committee in accordance with the approved project governance framework. Specific Responsibilities: Project Definition: Lead the development and refinement of the project’s requirements: in consultation with Management and other stakeholders. Prepare the Project Brief (AAN’s Requirements) to guide the design and delivery of the project. Support the Procurement Committee in the procurement process for architects and other professional consultants, including preparing Terms of Reference, coordinating tender processes, evaluating submissions and making recommendations to ActionAid Nigeria on consultant and other appointments. And advise ActionAid Nigeria on the most appropriate procurement strategy throughout the project lifecycle. Coordinate, manage and monitor the performance of all professional consultants and contractors to ensure their work is fully integrated and aligned with the approved Project Brief and that the project functions as a single, coherent programme. Review design proposals to ensure they satisfy the approved Project Brief, project objectives, budget, programme, sustainability objectives and operational requirements. Construction: Monitor construction progress and coordinate consultants and contractors to ensure delivery to the approved quality, cost and programme. Cost Management: Oversee cost planning, value engineering, payment certifications and budget control throughout the project. Review Bills of Quantities, cost estimates and proposed variations, and advise ActionAid Nigeria on their implications. Use appropriate verification techniques to manage changes in project scope, schedule and costs. Governance: Provide regular updates and progress reports to the Management and to the Building Committee, highlighting progress, key risks, decisions required and emerging issues. Contract Administration: Monitor contractual performance and advise on claims, variations, extensions of time and dispute resolution where necessary. Regulatory Compliance: Coordinate statutory approvals, planning permissions and regulatory compliance throughout the project lifecycle. Risk Management: Establish and maintain a project risk register and proactively identify, assess and mitigate project risks. Measure and track project performance using appropriate systems, tools and techniques Ensure contractors compliance with applicable security, safety, and industry regulations. Qualification and Experience: Advanced Degree in Architecture, Civil Engineering, Quantity Surveying or Building Technology and any other profession relevant to the above subject matter. Certified Project Manager. At least 10 years post NYSC experience. Experience: in leading complex building/ civil engineering projects. Experience: in using Project Management systems and tools. Experience: working with different cultures and nationalities. Member of relevant Professional Bodies. Skills & Competencies: Exceptional strategic thinking and analytical skills. Strong leadership, communication, and relationship management skills. Deep understanding of Nigerian building regulatory and supervisory context. IT and advanced Project management skills. Candidate must be detail-oriented and task-driven for the successful completion of the building project. Reporting line: Administrative Reporting: Country Director Works under the day-to-day guidance of the Country Director and reports project progress in accordance with the approved project governance arrangements.
