Job Title: Medical Supervisor Location: Maiduguri, Borno Job type: Full-time (Onsite) Main Responsibilities: Under the technical supervision of the Program Manager, the Medical Supervisor is responsible for providing overall clinical and operational oversight of the Cholera Treatment Unit (CTU). The Medical Supervisor ensures the delivery of high-quality, evidence-based cholera case management, supervises clinical staff, coordinates Infection Prevention and Control (IPC) activities, oversees surveillance and reporting, and supports effective emergency response in accordance with MdM policies, Federal Ministry of Health (FMoH) guidelines, and national cholera treatment protocols. Task Description Clinical Management and Technical Oversight: Ensure the implementation of standardized cholera case management protocols within the CTU. Provide clinical leadership and technical supervision to Medical Doctors, Nurses, Community Health Workers (CHWs), and other clinical staff. Oversee the triage, assessment, diagnosis, and management of suspected and confirmed cholera cases. Ensure accurate classification of dehydration status (no dehydration, some/mild dehydration, moderate dehydration, and severe dehydration) and appropriate treatment according to national and WHO guidelines. Supervise the initiation and administration of Oral Rehydration Solution (ORS), intravenous (IV) fluids, antibiotics (where indicated), zinc supplementation for eligible children, and other supportive treatments. Review complicated cases, provide clinical decision support, and coordinate timely referral of patients requiring higher-level care. Conduct regular clinical audits and ensure accurate documentation of patient care in medical records and CTU registers. Monitor the quality of clinical services and implement corrective actions where necessary. CTU Management and Staff Supervision: Oversee the day-to-day clinical operations of the CTU to ensure efficient patient flow from triage through treatment, observation, and discharge. Supervise and coordinate the work schedules and performance of CTU clinical staff. Ensure adherence to MdM clinical protocols, standard operating procedures (SOPs), and ethical standards. Conduct regular supportive supervision, bedside mentoring, and on-the-job training for CTU staff. Identify staff capacity gaps and organize refresher trainings on cholera case management and emergency response. Ensure appropriate staff deployment to maintain uninterrupted, quality patient care. Infection Prevention and Control (IPC): Ensure strict implementation of IPC measures throughout the CTU. Supervise compliance with hand hygiene practices, appropriate use of Personal Protective Equipment (PPE), chlorine preparation and use, environmental cleaning, and waste management. Ensure proper isolation and cohorting of suspected and confirmed cholera patients. Monitor adherence to decontamination procedures to minimize healthcare-associated infections. Conduct routine IPC assessments and provide immediate corrective actions where gaps are identified. Coordinate closely with the WASH team to maintain appropriate sanitation and environmental hygiene standards within the CTU. Surveillance, Monitoring, Data Management and Reporting: Oversee daily collection, validation, and analysis of CTU data, including admissions, discharges, referrals, deaths, and recoveries. Monitor key performance indicators, including Case Fatality Rate (CFR), bed occupancy, average length of stay, and treatment outcomes. Immediately alert the Program Manager of any increase in mortality, unusual disease trends, or operational challenges. Ensure timely preparation and submission of daily, weekly, and outbreak reports. Participate in epidemiological surveillance, outbreak investigations, and response planning with relevant stakeholders. Ensure completeness, accuracy, confidentiality, and timely reporting of all clinical data. Medical Logistics and Operational Support: Oversee the availability, rational use, and accountability of essential medicines, medical supplies, and equipment required for CTU operations. Coordinate with the Pharmacist and logistics team to monitor stock levels of ORS, IV fluids, antibiotics, PPE, chlorine, laboratory supplies, and other essential commodities. Monitor consumption trends and ensure timely forecasting and replenishment of medical supplies. Support the establishment, expansion, or reorganization of CTU infrastructure and patient flow during surge response. Ensure all medical equipment is functional and appropriately maintained. Coordination and Emergency Response: Participate actively in MdM coordination meetings, emergency preparedness activities, and outbreak response planning. Coordinate with surveillance, WASH, Nutrition, MHPSS, Logistics, Pharmacy, and other relevant sectors to ensure an integrated cholera response. Liaise with health authorities, supported health facilities, and humanitarian partners when delegated by the Program Manager. Ensure timely communication of clinical, operational, staffing, and logistical challenges to the Program Manager. Support rapid assessment, preparedness planning, and deployment during cholera outbreaks and other public health emergencies. Others: Foster and maintain effective working relationships with government health authorities, community leaders, humanitarian partners, and other stakeholders to facilitate successful implementation of MdM interventions. Ensure that all activities are implemented in accordance with MdM policies, humanitarian principles, medical ethics, and national guidelines. Promote a culture of quality improvement, accountability, teamwork, and patient-centered care within the CTU. Ensure compliance with MdM security protocols and immediately report any security incidents or concerns to the designated Security Focal Point. Demonstrate flexibility and adaptability in performing assigned duties to ensure uninterrupted, high-quality healthcare services for beneficiaries. Support mentoring and professional development of CTU staff to strengthen local capacity. Perform any other duties assigned by the Program Manager in line with project objectives. Develop and maintain strong professional networks with government institutions, UN agencies, international NGOs, and national NGOs to strengthen coordination and emergency preparedness. Essential Qualifications Education: / Qualifications: Candidates should possess an MBBS Degree Other health related certification is of added value. Professional Experience: At least 3 years relevant professional experience: in a similar position in humanitarian sector or supervision of health facilities. Proven experience: working with MoH structures and in health system strengthening. Experience: in emergency response, outbreak management, and integrated health programming. Strong ability to analyze epidemiological contexts and recommend relevant interventions. Experience: managing multidisciplinary teams Technical Skills: Strong communication and report-writing abilities. Good knowledge of Microsoft Word and Excel. Personal Skills: Strong leadership, mentoring and supervision skills. Ability to work under pressure, manage priorities and make rapid, informed decisions. Culturally sensitive, respectful, and adaptable. Flexibility and readiness for irregular working hours during emergency response. Languages: Fluency in English required.
