We are recruiting to fill the position below: Job Position: IT Manager Job Location: Abuja (FCT) Employment Type: Full-time Position Summary The IT Manager will provide strategic and operational leadership for CCSI's Information Technology function, ensuring that the organisation has reliable, secure, efficient and fit-for-purpose technology infrastructure and systems to support its corporate operations and programme implementation. The position will be responsible for the planning, implementation, maintenance and continuous improvement of CCSI's IT infrastructure, systems, cybersecurity, data protection, IT assets, user support and technology services across the Head Office, project offices and field locations. The IT Manager will also provide strategic advice to management on technology investments, digital transformation, information security and technology-related risks and opportunities. The role requires a combination of strong technical expertise, service orientation, strategic thinking and an understanding of the operational realities of a development organisation. Responsibilities: IT Strategy, Governance and Planning: Develop and implement CCSI's IT strategy, annual workplan and technology roadmap in alignment with organisational and programme priorities. Develop, review and maintain IT policies, procedures, standards and SOPs. Advise management on technology investments, emerging technologies, IT risks and opportunities. Monitor IT performance and provide regular reports to management. IT Infrastructure, Systems and Service Delivery: Oversee the management, maintenance and optimisation of CCSI's IT infrastructure, including networks, internet connectivity, servers, cloud services, Microsoft 365 and other organisational systems. Ensure reliable and secure access to IT systems across the Head Office, project offices and field locations. Manage user accounts, access rights, hardware, software and technical configurations. Establish an effective IT helpdesk and ensure timely resolution of technical incidents and service requests. Develop user guides and provide appropriate IT orientation and training to staff. Cybersecurity, Data Protection and Information Security: Develop and implement appropriate cybersecurity and information-security controls. Protect organisational, staff, programme and partner information against unauthorised access, loss, misuse and other security threats. Ensure compliance with applicable data protection and privacy requirements. Manage access controls, authentication, endpoint security and security awareness initiatives. Monitor, document and respond to cybersecurity and information-security incidents. Backup, Disaster Recovery and Business Continuity: Develop and maintain effective data backup, disaster recovery and IT business continuity arrangements. Ensure regular backup and periodic testing of critical systems and data restoration processes. Maintain contingency arrangements for critical IT disruptions, including system, connectivity, power and hardware failures. IT Assets, Software and Licensing: Maintain an accurate and up-to-date IT asset register and oversee the acquisition, allocation, maintenance, transfer and disposal of IT equipment. Manage software licences, subscriptions, warranties and technology renewals. Conduct periodic IT asset verification and ensure appropriate handover and return procedures for staff and consultants. Recommend timely replacement, upgrade or disposal of obsolete equipment. IT Procurement, Budget and Vendor Management: Develop and manage the annual IT budget and monitor expenditure against approved allocations. Provide technical specifications and support procurement of IT equipment, software and services. Manage relationships with IT vendors, internet service providers, software providers and consultants. Monitor vendor performance, service agreements, warranties and contracts and ensure value for money. Programme, Field and Research Technology Support: Provide IT support to CCSI's programmes, project offices and field teams. Assess and respond to technology requirements: for programme implementation, research, training, workshops, surveys and other field activities. Support secure use of digital data-collection, collaboration and programme information systems. Undertake periodic field visits and provide technical support to geographically dispersed teams. Digital Transformation and Organisational Systems: Identify opportunities to automate processes and improve organisational efficiency through technology. Support the implementation, integration and optimisation of ERP, HRIS, financial, project management and other enterprise systems. Evaluate emerging technologies, including appropriate AI and automation solutions, and advise management on their potential application. Promote responsible and secure adoption of digital tools across CCSI. IT Team Leadership and Capacity Development: Supervise, mentor and develop IT staff and establish clear performance objectives. Build the technical capacity of the IT team and promote accountability, teamwork and service excellence. Identify staff IT capacity gaps and coordinate appropriate training and awareness activities. Compliance, Risk and Audit: Ensure compliance with CCSI's IT policies, procedures, donor requirements: and applicable regulatory standards. Maintain appropriate IT documentation, records and risk registers. Support internal and external audits relating to IT, cybersecurity, data protection and information systems. Implement agreed audit recommendations and mitigation measures. Stakeholder Engagement and Technical Advisory: Work closely with HR, Finance, Procurement, Programmes, RMEL, Communications and other departments to understand and address technology requirements. Provide technical advice to senior management and other stakeholders on IT-related decisions. Coordinate with external technology providers, partners and other stakeholders as required. Other Responsibilities: Perform any other IT-related duties that may reasonably be assigned by management in support of CCSI's organisational and programme objectives. Qualifications & Skills Bachelor’s Degree in Computer Science, Information Technology, or related field (Master’s degree preferred). Minimum of 7 years of progressive IT management experience, including at least 3 years in the NGO, health, or development sector. Proven expertise in IT infrastructure, cloud systems (Azure, AWS, or Google Cloud), and digital platforms for health and development. Strong knowledge of Health Information Systems, data visualization, and cybersecurity. Excellent leadership, problem-solving, and communication skills with the ability to work in multicultural and multidisciplinary environments. Previous experience: working with an NGO/INGO is required. Strong understanding of Nigerian ICT policies, labour laws, and donor compliance frameworks.
