In Nigeria, Tdh has been implementing programmes since 2008, with a primary focus on humanitarian interventions since 2017 focused on child protection, education: in emergencies, WASH, health and nutrition, and social cohesion. At global and regional level, Tdh has developed recognised expertise in health systems strengthening and digital health solutions in other regions, particularly in West Africa.Through its Integrated eDiagnostic Approach (IeDA) and other innovative approaches, Tdh has supported Ministries of Health and primary healthcare systems in countries including Burkina Faso, Mali and Niger to strengthen the quality of care through the combination of digital solutions, clinical decision support tools, routine health information systems and quality improvement approaches. Tdh Nigeria is now seeking to explore how this existing expertise can be meaningfully positioned and adapted to the Nigerian context. This requires a better understanding of the national health system architecture, ongoing health sector reforms and priorities, the digital health ecosystem, and the roles and strategies of key government, development and private-sector actors. The proposed Digital Health Systems Specialist position is therefore intended as a time-bound strategic support role. Over a six-month period, the specialist will help Tdh Nigeria analyse the health and digital health landscape, identify strategic entry points and opportunities, and develop a clearer approach for integrating Tdh\'s health s ystems strengthening and digital expertise into its future programming and positioning in Nigeria. Under the supervision of the Deputy Country Director – Programmes and with the Regional Health Protection Coordinator (functional link), the Digital Health Systems Specialist supports the development and positioning of Tdh Nigeria\'s health systems strengthening and digital health approach. He/she contributes to the analysis of the national context, identification of strategic opportunities and adaptation of Tdh\'s existing health and digital expertise to the Nigerian context, with a view to informing future programme development and strategic positioning. He/She: leads the strategic development and positioning of Tdh Nigeria\'s health systems strengthening and digital health approach, ensuring alignment with national priorities, policies and the broader health and digital health ecosystem. maintains an up-to-date understanding of developments, innovations and opportunities in health systems strengthening and digital health, and identifies relevant technologies, approaches and partnerships that could add value to Tdh\'s programming and strategic positioning in Nigeria. provides technical leadership and support for the design, adaptation and potential implementation of digital health and health systems strengthening approaches, including the contextualisation of Tdh\'s existing expertise and solutions, such as IeDA, to the Nigerian context. ensures the technical quality, relevance and alignment of Tdh\'s health systems strengthening and digital health interventions with national strategies, international standards, recognised best practices and Tdh\'s policies and approaches. identifies, develops and maintains strategic partnerships with government institutions, development partners, academic institutions, technology providers, donors and other relevant stakeholders at national and sub-national levels. contributes to programme development and fundraising by identifying strategic opportunities and providing technical leadership and input to concept notes, proposals, project design, logframes and budgets related to health systems strengthening and digital health. provides technical guidance and capacity strengthening to programme teams and relevant colleagues on health systems strengthening and digital health approaches, tools, standards and emerging practices. represents Tdh\'s health systems strengthening and digital health expertise in relevant national, regional and international coordination mechanisms, technical working groups, professional networks and policy discussions. Specific Responsibilities: / Context (Tasks) More specifically he/she has the following responsibilities: Strategy and steering Contribute to the analysis of health systems strengthening and digital health needs, priorities, policies, trends and opportunities at national and sub-national levels. Analyse the Nigerian health and digital health ecosystem, including relevant strategies, ongoing reforms, institutional frameworks, key actors and existing initiatives, in order to identify potential entry points and added value for Tdh. Contribute to defining Tdh Nigeria\'s strategic positioning and approach in health systems strengthening and digital health, across relevant programmes and sectors. Support the adaptation and contextualisation of Tdh\'s existing health systems strengthening and digital health expertise, approaches and tools, including IeDA where relevant, to the Nigerian context. Provide technical guidance to project teams in the design and implementation of health systems strengthening and digital health approaches and activities. Contribute to the definition and analysis of relevant programmatic indicators and evidence to inform strategic steering, programme performance and continuous improvement. Principles, standards, methodologies Act as a technical reference for health systems strengthening and digital health within the Tdh Nigeria Delegation. Promote the understanding and application of relevant health systems strengthening and digital health principles, standards, methodologies and good practices across programmes and sectors. Ensure that digital health initiatives are informed by relevant national policies and standards, as well as internationally recognised principles related to interoperability, data governance, data protection and privacy, cybersecurity, human-centred design, equity, accessibility and inclusion. Support project teams in the contextualisation and application of relevant methodologies, standards and tools, ensuring their relevance to the Nigerian health system and the needs of the populations served. Contribute to the development and adaptation of Tdh\'s technical guidance, tools and approaches in health systems strengthening and digital health, based on learning and evidence from Nigeria and other Tdh contexts Innovation Identify and assess innovative digital health solutions, technologies and approaches that have the potential to improve health service delivery and outcomes for children and women in Nigeria. Contribute to the identification, adaptation, testing and potential scale-up of innovative digital health approaches, in collaboration with programme teams and relevant technical and operational partners. Monitor emerging developments and innovations in digital health at national, regional and global levels and assesses their relevance and potential added value for Tdh\'s programming and strategic positioning. Promote a culture of innovation and learning within the Delegation, supporting teams to explore, test and learn from new approaches while ensuring that innovation remains needs-driven, evidence-informed and aligned with Tdh\'s principles and the Nigerian health system. Establish linkages with relevant innovation ecosystems, technology providers, research and academic institutions and other partners to facilitate access to expertise, technologies and opportunities for collaboration. Funding / Resources mobilization Identify relevant donors, funding opportunities and strategic partnerships supporting health systems strengthening and digital health in Nigeria, in line with Tdh\'s strategic priorities and areas of added value. Contribute to the development of a resource mobilisation strategy for health systems strengthening and digital health, including through the analysis of donor priorities, funding trends and potential strategic entry points. Contribute to the development of concept notes, statements of interest, proposals and other funding documents, providing technical input on programme design, approaches, results frameworks, monitoring plans and budgets. Support the identification and development of potential consortiums and strategic partnerships to strengthen Tdh\'s positioning and competitiveness for relevant funding opportunities. Contribute to donor engagement and communication on Tdh\'s health systems strengthening and digital health expertise, approaches, evidence and added value. Insurance and quality control Ensure technical support and guidance for health systems strengthening and digital health components across the Delegation\'s programmes. Contribute to the development and dissemination of relevant technical guidance, tools, standards and methodologies to support quality implementation. Contribute to and coordinate quality assurance and technical review of health systems strengthening and digital health interventions, ensuring alignment with Tdh standards, national frameworks and international good practices. Management and knowledge sharing Identify, document and disseminate good practices, lessons learned and relevant evidence in health systems strengthening and digital health, and support their integration into Tdh\'s approaches, tools and programming. Strengthen the technical knowledge and capacities of Tdh teams, partners and relevant stakeholders on health systems strengthening and digital health approaches, standards and good practices. Promote learning and exchange of practices across programmes, sectors and with relevant external networks, and contribute to research, evidence generation and the development of strategic or technical knowledge products. Advocacy Develop and implement advocacy and influencing activities aimed at positioning Tdh\'s health systems strengthening and digital health expertise and demonstrating its added value to key strategic stakeholders. Represent Tdh in relevant national coordination mechanisms, technical working groups, policy discussions and professional networks, and build relationships with key government and sector stakeholders. Contribute to strategic communication and advocacy materials that support Tdh\'s positioning, influence policy and programming discussions, and facilitate the integration of Tdh\'s expertise and approaches within relevant national initiatives. Practices and networks Develop, maintain and strengthen a network of key stakeholders in health systems strengthening and digital health, including government institutions, development partners, donors, academia, technology actors and professional networks. Develop and consolidate strategic partnerships that strengthen Tdh\'s positioning, technical expertise and opportunities for engagement in health systems strengthening and digital health, ensuring alignment with Tdh\'s values, principles and Code of Conduct. Demonstrated experience: working with or collaborating with the National Primary Health Care Development Agency (NPHCDA) and/or relevant Federal and State Ministries of Health on digital transformation, primary healthcare strengthening or related health sector initiatives. Proven experience: working with digital health information systems and platforms implemented in Nigeria, including DHIS2, and a good understanding of their role within the broader national digital health architecture and health information ecosystem. Demonstrated experience: in the design and implementation of digital health solutions for frontline health workers and/or primary healthcare delivery, including experience: translating health service delivery needs into practical, user-centred digital solutions. Good understanding of national and international digital health standards, frameworks and principles, including interoperability, data governance, data protection and privacy, digital public goods and human-centred design. Knowledge of standards such as HL7 FHIR and WHO SMART Guidelines is an asset.
