Job Title: Coordinator Location: Kogi Employment Type: Part-time Organisational Background Malaria Consortium, in collaboration with the National Malaria Elimination Programme (NMEP) and the State Malaria Elimination Programmes (SMEPs), will support ITN mass distribution campaigns in Borno, the Federal Capital Territory (FCT), Kogi, and Abia States in 2026, and is simultaneously conducting a longitudinal household survey in Ondo State. To evaluate the implementation and outcomes of these campaigns, a series of cross-sectional household surveys will be conducted at baseline, immediately after distribution (verification), and one-month post-campaign in the four states, alongside the Ondo annual survey. Purpose of the Assignment The purpose of this Terms of Reference (TOR) is to engage one Household Survey Sampling Coordinator to be based at the Malaria Consortium Nigeria office in Abuja. The coordinator will be responsible for the end-to-end household sampling process for all baseline and post-campaign survey rounds across Borno, FCT, Kogi, and Abia States, as well as the Year 1 annual household survey in Ondo State. Centralised, remote sampling is a critical bias-control mechanism in the study design. By conducting household selection from Abuja rather than in the field, the sampling coordinator ensures that field data collectors have no influence over which households are selected, thereby protecting the integrity and representativeness of the survey samples. Scope The Household Survey Sampling Coordinator will be responsible for household sampling across nine survey rounds spanning five states between August and November 2026. Sampling Methodology: All surveys will use a stratified three-stage cluster sampling design to select wards. Within each selected ward, field teams list available settlements, and one is selected by simple random sampling. Field teams then enumerate all households within the selected settlement and submit the enumeration list to the Household Survey Sampling Coordinator, who selects a predetermined number of households per ward using simple random sampling. The finalised household list, including GPS coordinates and household head names, is returned to field teams for interview. Specific Tasks The Household Survey Sampling Coordinator will be responsible for the following tasks. Household Sampling: Receive enumeration lists from field coordinators or team leaders for each selected settlement. Review enumeration lists for completeness and flag any missing or inconsistent entries before proceeding with selection. Select the required households per ward using simple random sampling and prepare finalised household lists. Return (within a maximum of 30 minutes after receipt of the enumeration list from each team) sampled household lists to the teams with household head names, GPS coordinates, and household identifiers within an agreed turnaround time. Samples households among surveyed households for back-checks in a subset of the sampled wards. Maintain a complete record of all sampling exercises, including enumeration lists received, households selected, random starts used, and dates of completion. Quality Assurance and Documentation: Ensure all sampling exercises are conducted strictly in accordance with the study protocol and sampling design. Flag any deviations from the sampling plan (e.g. insufficient enumeration, inaccessible settlements) to the M&E Manager promptly. Maintain a sampling tracker covering all survey rounds, documenting receipt of enumeration lists, completion of sampling, and dispatch of household lists to field teams. Coordinate with the M&E Manager and Principal Investigator on any methodological questions or design adaptations required. Reporting: Submit a brief weekly update to the M&E Manager on the status of sampling across all active survey rounds. Prepare a final sampling report at the end of the consultancy covering all rounds, including response to enumeration quality, any deviations from protocol, and recommendations for future rounds. Deliverables: Finalised household sampling lists for each of the nine survey rounds, returned to field teams within the agreed turnaround time. A complete sampling records archive covering all enumeration lists received, selection outputs, random starts, and correspondence with field teams. Weekly sampling status updates submitted to the M&E Manager throughout the consultancy period. Final sampling report submitted within five working days of completing the last survey round sampling, covering all nine rounds. Duration of the assignment: The consultancy will run for three months, from August to November 2026, covering all baseline and post-campaign household survey sampling across five states as detailed in Section 3. The total number of working days is 58, comprising 1 day for inception and orientation, 56 days of active sampling support across all nine data collection periods (the coordinator will be on standby throughout each data collection period to receive enumeration lists from field teams, conduct sampling, and return household lists promptly), and 1 day for documentation and the final report. The exact start date will be confirmed in the contract, with the Borno baseline sampling required in the second half of August 2026. Reporting line: The Household Survey Sampling Coordinator will work under the direct supervision of the Country MEL Manager based at the Malaria Consortium Nigeria office in Abuja, and the Principal Investigator based at Malaria Consortium UK. Day-to-day operational coordination will be managed by the Country MEL Manager, while the Principal Investigator will provide technical oversight and guidance on the sampling methodology and study design Qualifications and Experience: Advanced Degree in Statistics, Epidemiology, Public Health, Demography, or a related field. At least 5 years of experience: in monitoring and evaluation of health programmes, with demonstrated experience: in household survey sampling. Strong practical knowledge of sampling methods for household surveys. Strong experience: in using Stata. Familiarity with SurveyCTO or similar electronic data collection platforms is an advantage. Experience: preparing technical and donor reports. Strong analytical, organisational, and communication skills with the ability to manage multiple sampling exercises simultaneously under time pressure. Prior experience: working on household surveys in Nigeria or similar sub-Saharan African settings is a strong advantage. Familiarity with malaria control programmes and ITN campaign M&E is desirable. All sampling activities are conducted remotely from the Malaria Consortium Nigeria office in Abuja. Field travel is not required for this role.
