The Finance Manager will establish and manage the financial management, accounting, reporting, budgeting, internal control and statutory compliance systems of the diagnostic centre from inception. Responsibilities: Key responsibilities: include: Build the organisation's bookkeeping and accounting system from scratch. Establish appropriate chart of accounts, accounting procedures, approval limits and financial controls. Manage daily accounting transactions, receivables, payables and bank reconciliations. Develop and maintain accurate financial records for all revenue and expenditure. Prepare monthly management accounts and annual financial reports, including: Income Statement/Statement of Profit or Loss Statement of Financial Position/Balance Sheet Cash Flow Statement Relevant management schedules and financial analyses. Develop annual budgets, departmental budgets, cash-flow forecasts and financial projections. Monitor actual performance against budget and investigate significant variances. Establish effective revenue-control systems covering POS, transfers, HMO receivables, corporate accounts and other income streams. Establish controls for laboratory billing, discounts, refunds, credit sales and receivables. Monitor HMO and corporate-client receivables and support timely collection. Develop and maintain strong internal controls to minimise fraud, revenue leakage, errors and unauthorised expenditure. Work with the Inventory Officer to establish controls over laboratory reagents, consumables, medical supplies and other inventory. Reconcile inventory records with accounting records and investigate variances. Participate in procurement controls, vendor evaluation and payment processes. Review expenditure requests, purchase orders, invoices and supporting documentation before payment. Manage payroll accounting and coordinate with HR on salary processing and statutory deductions. Prepare information and documentation required for statutory tax, regulatory and audit obligations. Coordinate applicable PAYE obligations with the relevant Rivers State tax authority, VAT and withholding-tax compliance, Companies Income Tax obligations with NRS, pension remittances and other applicable statutory obligations. Maintain records required for ITF, NSITF/Employees' Compensation, NHF where applicable, CAC annual compliance and other applicable regulatory obligations. Coordinate annual audit processes and provide auditors with complete and accurate financial records. Develop financial policies and procedures appropriate for a growing diagnostic centre. Provide management with financial information required for pricing, expansion, investment and strategic decision-making. Monitor financial risks and recommend corrective actions. Ensure segregation of duties and appropriate financial authorisation controls. Ensure all financial records are properly backed up and securely maintained. Qualification Chartered Accountant with relevant professional qualification such as ACA/ANAN/ACCA or equivalent recognised professional qualification. Bachelor's Degree in Accounting, Finance or a related discipline. 5 years' relevant post-qualification/cognate experience, preferably in healthcare, hospital, medical laboratory or a similar regulated organisation. Demonstrable experience: establishing bookkeeping and accounting systems. Experience: preparing monthly and annual financial statements. Experience: in budgeting, cash-flow forecasting and financial analysis. Experience: in inventory accounting and internal controls. Experience: managing statutory filings and external audits. Experience: in a start-up or organisation where financial systems had to be built from the ground up is highly desirable. Skills Set: Strong financial accounting and management accounting skills. Excellent knowledge of bookkeeping and accounting principles. Strong budgeting and financial forecasting skills. Excellent knowledge of financial reporting. Strong cash-flow management. Strong internal control and fraud-prevention skills. Knowledge of healthcare revenue-cycle management is an advantage. Knowledge of HMO and corporate-client billing and reconciliation is an advantage. Strong knowledge of Nigerian tax and statutory compliance requirements. Excellent Excel skills. Proficiency in accounting software such as Sage, QuickBooks, Odoo, SAP, Microsoft Dynamics or similar ERP/accounting systems. Ability to establish an accounting system from scratch. Strong analytical and problem-solving ability. High attention to detail and financial accuracy. Strong leadership and communication skills.
