Read more about this company Senior Technical Officer, Strategic Information Job Type Full Time Qualification MBA/MSc/MA , PhD/Fellowship Experience: 7 - 9 years Location Abuja Job Field Project Summary The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global health initiative funded by United States Department of State (DOS) for the period of 2019–2027. The project delivers high-quality technical support at the community, health facility, district, regional and national levels, and builds relationships with relevant partners working to address integrated health programs and global health security issues. Our ability to respond quickly to program, technical and procurement needs leverages on our deep bench of country-based clinical, program, and community experts. Initially focused on achieving and sustaining HIV epidemic control, EpiC was expanded during the COVID-19 pandemic to support countries in preparedness, response, and health system strengthening, including oxygen systems. In Nigeria, EpiC is supporting the Federal Ministry of Health and Social Welfare (FMoH/SW) to strengthen the national Oxygen Ecosystem. Our contributions include optimizing pulse oximetry, expanding access to medical oxygen through LOX infrastructure, enhancing healthcare worker capacity on oxygen data management, and supporting the development of a national Quality Assurance and Compliance (QAQC) guideline for oxygen equipment. The project received additional funding to build a more effective, resilient, and responsive primary healthcare system that can respond and address the persistent and severe public-health challenges, especially in Maternal, Newborn, Child, and Adolescent health (MNCH), Malaria, and Nutrition. In addition, EpiC Nigeria has recently received Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience: and existing capabilities that align with GHS priorities and National Action Plans for Health Security (NAPHS) and US Government goals to prevent, prepare for, respond to, and strengthen health systems for Emerging Infectious Diseases. Position Summary The Senior Technical Officer, Strategic Information (SI), under the supervision of the Associate Director, will provide technical and operational support for the implementation, monitoring, and continuous improvement of Strategic Information activities under the EpiC project, with a primary focus on Global Health Security (GHS), Maternal, Newborn and Child Health (MNCH) and Nutrition, and Medical Oxygen support at national and supported state levels in Nigeria. The Senior Technical Officer will support the design, strengthening, and use of routine and program data systems to assess program performance, ensure data quality and compliance with national and donor requirements, and promote the systematic use of data for decision-making. The role will ensure robust quality assurance processes, translate data into actionable insights to improve program implementation and optimise strategy, and provide timely, data-driven feedback to the Government of Nigeria and donors. The position will also contribute to organisational learning by developing, managing, and disseminating technical reports, dashboards, and knowledge products that support adaptive management, accountability, and evidence-based planning. Key Responsibilities: Provide strategic leadership and technical direction for the design, planning, implementation, and capacity strengthening of Strategic Information (SI), Monitoring & Evaluation (M&E), and data-use activities for country office and field teams, with a focus on analysis, data visualization, dissemination, and performance improvement. Ensure high-quality Strategic Information systems and practices by leading the development, implementation, and continuous improvement of monitoring frameworks, tools, indicators, and mechanisms aligned with best practices and donor requirements. Oversee implementation of project M&E plans and strategies, ensuring adherence to approved workplans and quality assurance processes that support effective implementation. Lead data quality assurance (DQA) and advanced analytics, including routine data verification, gap and outlier analysis, forecasting, and deep-dive analytical models to inform adaptive management and strategic decision-making. Conduct and oversee data analysis and reporting, including the preparation of routine program reports, dashboards, and visualizations using data from established health information systems. Provide structured feedback to program and technical teams, contributing to learning agendas, and supporting the development of peer-reviewed publications, abstracts, and technical briefs. Collaborate with Knowledge Management and Learning teams to ensure systematic documentation, compliant reporting, and effective dissemination of results, lessons learned, and evidence of program impact. Provide coordination and oversight for optimizing health information systems by leading innovative initiatives that strengthen implementation at national, state, and subnational levels. Develop and maintain data collection tools and systems to capture, track, and report health facility contributions toward project targets, ensuring visibility of achievements and accountability for results. Coordinate routine data collection and reporting cycles (daily, weekly, monthly) with state and field teams, providing technical support to address reporting gaps, improve timeliness, and enhance data completeness and accuracy. Contribute to project management functions, including tracking timelines and deliverables, supporting budget monitoring related to Strategic Information activities, and preparing donor reports, presentations, and briefing materials. Lead the analysis and use of data from routine information systems to develop peer-reviewed publications Perform other duties as assigned, consistent with the role and organizational priorities. Qualifications and Requirements: Ph.D./MD/D.Pharm with 3 to 5 years of progressively relevant experience: in Strategic Information/Monitoring & Evaluation systems; or MSc/MA in Medical Sciences, Public Health or related discipline with 5 to 7 years of relevant experience: in public health or health systems settings; or BSc/BA in Medical Sciences, Pharmacy, Public Health or related discipline with 7 to 9 years of relevant experience: in public health settings. A minimum of 3 years of progressive experience: in Strategic Information or Monitoring & Evaluation within health, behavioural sciences or related fields, particularly in an NGO. Experience: with national and state-level monitoring and evaluation systems supporting the implementation of Global Health Initiatives, especially in Global Health Security, MNCH, and Nutrition, is an added advantage. Prior experience: working with Non-Governmental Organizations (NGOs), and familiarity with Nigeria’s public and/or private health sector systems. Strong expertise in Strategic Information/Monitoring and Evaluation for large-scale, particularly U.S. Department of State (DoS)-funded projects with health system strengthening components is an added advantage. Applied Knowledge and Skills: Strong knowledge of health and development programs in Nigeria, with a clear understanding of national, state, and subnational health system contexts. Understanding of clinical and public health service delivery settings, including public, private, and mixed-service environments. Cultural competence and contextual awareness, with sensitivity to cultural differences and Nigeria’s diverse sociocultural settings. Excellent written and spoken English communication skills, including the ability to convey complex technical concepts clearly to diverse audiences. Proficiency in Microsoft Office applications, particularly Excel, MS Word, and Power Bi for data analysis, reporting, and visualization to support performance monitoring and decision-making. Strong knowledge of digital and tech-enabled health solutions, including electronic medical records (EMR), DHIS2, and emerging AI-enabled tools that strengthen Strategic Information systems.
