Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures. Solidarités International (SI) is determined to prevent and fight all type of abuse all act of exploitation, abuse and/or sexual harassment (SEAH) against members of beneficiary communities or collaborators, fraud, corruption, violation of persons and/or property, funding of activities harmful to human rights – that could be perpetrated in the frame of its interventions. SI implements a zero-tolerance policy regarding acts of SEAH. We are recruiting to fill the position below: Job Title: Human Resource Coordinator (Maternity Cover) Location: Abuja Coordination - FCT Employment Type: Temporary Duration: 4 months (Maternity Cover) Job Summary The HR Coordinator leads the mission's HR function, ensuring effective workforce planning, recruitment, performance management, staff development, employee relations, and HR compliance. He/she is the point of reference for the mission, and the link between headquarters and the mission for all matters relating to Human Resource Management. The role supports organizational objectives by providing strategic HR leadership, directly managing the coordination HR team and providing technical support to field HR teams. Responsibilities: Analysis of The Socio-Econommic Context: Studies the social, cultural and ethnic organisation, customs and traditions, demographic factors, socio-professional composition and the Human Development Index (HDI) of the country in which Solidarités International operates Monitors the cost of living, changes in the prices of basic commodities and the local labour market Legal Framework Management, Internal & External HR Communication: Prepares the HR appendices for donor reports Manages the administrative follow-up of disputes and represents Solidarités International before administrative and, where necessary, judicial authorities Identifies administrative partners relevant to HR (solicitors, local authorities, etc.) Ensures effective communication regarding HR procedures and developments to SI staff Represents Solidarités International on request and/or by delegation. Provides administrative HR reporting to head office in accordance with the frequency set out in the administrative calendar Acts as a proactive link between headquarters and the field for all aspects relating to Human Resources Management (national and expatriate staff) Establishes and maintains relationships with administrative authorities linked to HR at national level Ensures that SI policies are in line with the country office’s legal framework Actively participates in inter-NGO clusters/forums relating to human resources Conducts ongoing legal monitoring, keeps abreast of local labour law, validates information gathered from law firms and incorporates it into SI framework documents HR Strategy and Staffing: Consolidates and updates the country office’s organisational chart Organises and leads information and coordination meetings on HR matters. Pays particular attention to diversity and inclusion issues within the Country Team Compiles, verifies and analyses the country office’s HR data (reporting tables & online HR dashboard) Actively participates in defining the country office’s strategy and annual programme, and is responsible for developing the HR strategy Actively participates in key stages of team sizing (annual planning, project proposals) and ad hoc reviews Supports and advises other departments in identifying their HR needs and updating their team staffing levels Work Organisation, HR Policies and Remuneration: Ensures that HR procedures and individual behaviour are consistent with the local culture Defines the country office’s social protection and ‘duty of care’ policy and is responsible for social welfare Trains teams on SI’s framework documents (Code of Ethics and Conduct, Charter, Internal Regulations, etc.) Updates the Internal Staff Regulations (ISR) and the HR manual in line with changes to the legal framework or evolving understanding of that framework Helps define Solidarités International’s salary and social policies and their implementation, and assesses the risks associated with changes Helps prevent risks and abuse and provides training on whistleblowing procedures. Career Management: Recruitment, Onboarding, Training and Evaluation: Facilitates the induction of new recruits by implementing a tailored induction policy Ensures that the country team uses standard job profiles and reports any requirements: for specific job profiles to the HR department at head office Organises, participates in and supervises the recruitment of the country office’s management teams Informs the various members of the coordination teams about the evaluation methodology, its objectives and purposes, and ensures that it is effectively implemented Drives the implementation and improvement of Solidarités International’s training policy and monitors staff development. Ensures compliance with recruitment and hiring procedures: validates recruitment needs, job profiles, the selection process, screening and contract formalisation Administrative Management of Human Resources: Oversees the administrative management of human resources Calculates and distributes per diems in accordance with current internal policies, in the absence of a deputy Assists with the induction and HR briefing of new recruits Approves salaries for local staff prior to payment Ensures the implementation of the cost-sharing methodology Ensures compliance with disciplinary procedures and approves any sanctions Supports the management and resolution of internal conflicts Sends the HR report on expatriate staff to head office for the preparation of salaries Organises the arrival of expatriate staff and visits to head office Promotes social dialogue by driving the establishment of statutory staff representation and consultation bodies at the grassroots level Ensures the proper maintenance of physical and digital archives of staff files, as well as their security. Centralises leave and break requests from expatriate staff in the absence of a deputy Ensures that social security contributions and tax declarations and payments are made to the relevant authorities Ensures HR costs are updated and monitored, and shares this data whenever new projects are developed Management: Is responsible for the effective implementation of HR policies and processes to ensure that both the necessary number of staff and the required expertise are available for the activities for which they are responsible: Leads and communicates with their team. Recruits and ensures the induction of the team under his/her responsibility, Assesses the performance of team members, Analyses, quantifies and assesses the human resources needs of their team, Trains and supports team members, Internal Control: Is responsible for the compliance of the documents they produce Is responsible for the compliance of certain processes and documents. Ensures that appropriate internal controls are in place for the processes implemented by their teams. Follow-Up on Recommendations: Is responsible for implementing recommendations within their area of responsibility Filing and Archiving: Is responsible for filing and archiving the documents they produce in accordance with internal procedures Ensures that archiving procedures are in place within their department. Fight Against Abuse: Helps to communicate the existence of SI’s ethical framework. At any time, respects the protection of information exchanged within the framework of an abuse notification and its treatment. Implements measures to mitigate the risks of misconduct Creates and actively contributes to the establishment of a working environment that prevents any inappropriate behaviour. Partnerships: May contribute, in line with their role and responsibilities, to the verification process for SI implementation partners May contribute to the implementation of a plan to support and strengthen SI partners May participate in the monitoring of partners’ activities in line with their role and responsibilities: Requirements: Languages: Fluency in English compulsory - written & spoken (Knowledge of any local language spoken in Nigeria being an asset) Professional experience: 3 - 4 years of relevant experience: (NGO/Private or Public sector) and 3-4 years of progressive experience: in an INGO.
