Supply Chain Manager Job Type Full Time Qualification BA/BSc/HND Experience: 10 years Location Lagos City Apapa Job Field Procurement / Store-keeping / Supply Chain Job Summary This role is responsible for the development and implementation of procurement & logistics systems, structures, processes, and policies at TICT. The job holder is responsible for strengthening TICT’s operational efficiency through effective, transparent, timely, and cost-effective coordination of procurement and logistics in line with TICT’s policies and procedures Roles and Responsibilities: Sectional Leadership: Cascades departmental yearly goals/performance objectives to the section Coordinates the preparation of the yearly implementation plan for sectional goals and performance objectives Puts systems in place to monitor and evaluate the sectional plan and progress Provides leadership and direction for the section Supply Chain Management: Follows through on the logistics of delivery of the items/spare parts including liaising with supplier, banks (for form M and BoC, to LC), clearing agents, and any other personnel needed to expedite the process. Pro-active daily / direct follow-up on Purchase Orders using SOP as a guiding principle, and in close coordination/alignment with the TEC planning team. Submits timed and accurate situation reports on Purchase Order to the Finance Manager and in collaboration with the Technical Manager and Technical Planning. Develops and manages the Logistics Budget to reflect adequate research and planning, Leading the Logistics Budget and Forecast/Latest Estimates. Reviewing process and work to ensure prudent/effective spending management. Maximize sea freight vs. airfreight transport for overseas spare parts supplies through effective / coordinated anticipatory planning with TEC planning team. Generate short, middle, and long-term savings and follow them up with KPIs. Manage vendor relationships by clearly communicating expectations, and monitoring procurement and supply activities to ensure deliveries meet established specifications and agreed supply timelines. Negotiate favorable agreements and contracts to gain appropriate savings and service levels and assess/monitor with KPI; also ensures all legal contract requirements: are met. Develop contracts and minimum service level agreements with vendors; also build mutually beneficial relationships with these vendors and 3rd party service providers. Manage high-value relationships with suppliers, and external contacts/government agencies, regarding logistical matters. Work to effectively remove any obstacles to ensure optimal delivery of services to the highest standards. Safeguard the integrity of procurement documents, upholding confidentiality and privacy in the course of duty. Procurement Management: Develop framework agreements with suppliers to allow TICT more flexibility around goods or services contracted both in terms of volume and relevance of goods and services while ensuring that each purchase represents the best value. Develop and maintain a cost-effective procurement process (unit cost/quality). Organize procurement & tendering processes in a manner that meets the five metrics of delivering goods and services. Prepare bid documents and recommend procurement methods to Contracts Committee. Place orders with suppliers using LPOs. Receive and open bids, coordinate the evaluation of bids, and submit reports. Analyze and qualify the company’s supplier database. Maintain a list of prequalified suppliers for the whole range of Company goods, services, and works Initiate the identification and selection of suppliers by Company Regulations. Communicate effectively with suppliers in matters relating to the placement of orders and promptly respond with accurate information to their inquiries. Process and Systems Management: Ensure the safe, cost-effective, and efficient movement of materials Develop and align Logistics Strategy and Functional Plan to support the business logistical need and ensure timely project completion. Develop and own a consolidated logistics Work Plan and Budget in accordance with Finance protocol. Ensure Operational Excellence for Integrated Logistics Activities in Land Transport, Maritime, Aviation, Supply Base, Materials Management, Customs Compliance and Freight Forwarding, technical Authority for Lifting and hoisting operations, Infrastructure for logistics. Team and People Management: Plans basic and refresher training for the section Collates, documents, and adjusts annual leave plan for all staff within the section Maximises productivity of the team through the implementation of TICT’s performance management system Recommends appropriate training for team members to close performance & development gaps Supports the process of recruitment of team members Performs any other duties as required by the business Minimum Educational Qualifications / Certifications / Years of Experience: Bachelor’s Degree or its equivalence in Supply Chain, Logistics Management, Business Administration, Accounting, Finance, or any other relevant discipline of study.
