For over 20 years, our client PSC has provided portfolio & project management services in the area of mine action & explosive hazards, that are reinforced by comprehensive management & oversight controls. Under this umbrella, the cluster is responsible for the implementation of projects that, through the engagement of inputs such as personnel, third parties, assets & other resources, deliver activities that produce substantive mine action outputs. Project management is conducted in line with our client PMM, which incorporates best practices in the field, as well with a view to quality & cross cutting initiatives such as workforce & talent management, knowledge & information management, health, safety, social & environmental management; gender parity & mainstreaming & diversity & inclusion. This comprehensive delivery platform is implemented in accordance with partner requirements: & in line with our client rules & regulations through the leadership of the Cluster Director, who has the overall authority & accountability for the performance of PSC on behalf of its clients. Our client is the coordinator for mine action within the UN system, located within the OROLSI at the DPO. It chairs the IACG - MA & is the lead of the GPC for MA AoR. Mine action comprises five areas of work: clearance, risk education, VA, advocacy & stockpile destruction. The UN applies mine action expertise to an increasingly wide range of explosive hazards, from unexploded missiles, artillery shells, rockets, grenades & mortars, to unsafe & unsecured weapons & ammunition, IED's & cluster bombs. Our client leads, coordinates & carries out efforts to mitigate these threats when mandated by the UNSC or when requested by the Secretary General or an affected country, often in response to a humanitarian emergency. Our client plans, manages & oversees all humanitarian mine action activities in northeast Nigeria. It provides technical support to all partners & ensures the proper integration of mine action into wider humanitarian assistance & developmental programs. At the request of the UNCT, a technical scoping mission was conducted by our client in April 2017. Following this, our client was asked to provide humanitarian mine action assistance in the northeast of the country. As a result, our client deployed a small team in 2018 to provide technical assistance, including coordination, planning, technical advice & support to the HCT, the humanitarian community, affected populations & national authorities. Role objectives The Operations (EORE QA/QC) Senior Assistant will work under the overall supervision of the Operations Officer. The duties and responsibilities: are as follows: Participate and support in monitoring, evaluation and quality assurance of risk education: activities and victim assistance activities conducted by implementing partners, including frequent field visits to targeted areas. Assist in planning and design of explosive ordnance risk education: (EORE) and victim assistance (VA) activities. Assist in liaising with concerned partners and authorities (including military and security officials) for humanitarian mine action coordination and monitoring. Conduct needs assessments at the local level, including planning and conducting interviews with relevant informants. Participate in the organization and provision of training on EORE, VA and Non-Technical Survey (NTS) for national authorities, teachers, community volunteers, humanitarian workers, and representatives of Civil Society Organisations (CSOs). Assist in the accreditation of trained actors and organisations. Participate in the mapping of existing EORE capacity, activities, and materials, identifying gaps and opportunities. Assist in quality control on EORE Curriculum and Information Education: and Communication (IEC) related materials in cooperation with contractors and partners. Liaise and organise meetings with affected communities and other stakeholders. Produce reports and provide on-the-job training to partners as required. Assist with the coordination of our client Implementing Partners (IPs) and participate in Protection sector and Mine Action Sub-Working Group (MA SWG) meetings. As required, participate in Health, mental health psychosocial support, and Early Recovery & Livelihoods coordination meetings. Receive reports from implementing partners and record information to assist our client Information Management Unit to maintain records of data and progress of work, and produce reports when required. Train our client Implementing Partners in using IMSMA accident/victim/assistance reports to identify victims’ needs and to monitor assistance provided by Humanitarian Mine Action (orientation, referral). Assist in other related duties as requested by the supervisor or senior management.
