Established in 2018 and headquartered in Maiduguri, Borno State, CENSCOPE was founded in response to the humanitarian crisis resulting from armed conflict and natural disasters. CENSCOPE is committed to promoting self-sustainability, equality, and social justice, with programmatic focus on peacebuilding, social cohesion, protection, gender equality and inclusion, livelihoods, education, WASH, climate change, health, and nutrition. The organization works in partnership with national and international stakeholders, including UN agencies and international non-governmental organizations, to deliver principled humanitarian assistance and support long-term development outcomes. With Malala Fund support, it is running a three-year project to advance Gender-Responsive Education: Budgeting (GREB) in Borno State; securing budget lines for the re-entry and retention of married, pregnant and parenting girls in education. Role purpose To lead the project's policy analysis, advocacy and coalition work — developing the evidence, briefs and engagement strategy that drive adoption of Gender-Responsive Education: Budgeting (GREB) in Borno State. Key responsibilities: Lead policy and budget analysis, including the gender audit and MTEF / education-budget reviews. Develop policy briefs, position papers and technical memoranda for government engagement. Coordinate MTEF submissions and advocacy toward the Ministry of Planning & Budget and State Assembly. Support the formation and coordination of the multi-stakeholder GREB coalition. Prepare the annual “Gender Lens on Borno Education: Budget” reports with the M&E Officer. Represent CENSCOPE in technical working groups and policy forums (listening and learning, not lobbying). Qualification & Specification Essential Bachelor's degree in public policy, economics, political science, development or a related field (master's an advantage). At least 3 years' experience: in policy analysis, budget advocacy or governance work. Strong analytical and policy-writing skills; understanding of public budgeting / MTEF processes. Fluency in English; Hausa and/or Kanuri an advantage; based in or willing to relocate to Maiduguri. Desirable Experience: with gender-responsive budgeting or education: financing. Existing relationships with Borno State government institutions or civil-society networks.
