The role supports organizational objectives by providing strategic HR leadership, directly managing the coordination HR team and providing technical support to field HR teams. He/she is the point of reference for the mission, and the link between headquarters and the mission for all matters relating to Human Resource Management. Description Of the Position Analysis Of the Socio-Economic Context: Monitors the cost of living, changes in the prices of basic commodities and the local labour market Studies the social, cultural and ethnic organisation, customs and traditions, demographic factors, socio-professional composition and the Human Development Index (HDI) of the country in which solidarités international operates. Legal Framework Management, Internal & External HR Communication: Identifies administrative partners relevant to HR (solicitors, local authorities, etc.) Establishes and maintains relationships with administrative authorities linked to HR at national level Conducts ongoing legal monitoring, keeps abreast of local labour law, validates information gathered from law firms and incorporates it into SI framework documents Ensures that SI policies are in line with the Country Office’s legal framework Manages the administrative follow-up of disputes and represents Solidarités International before administrative and, where necessary, judicial authorities Ensures effective communication regarding HR procedures and developments to SI staff Provides administrative HR reporting to head office in accordance with the frequency set out in the administrative calendar Acts as a proactive link between headquarters and the field for all aspects relating to Human Resources Management (national and expatriate staff) Prepares the HR appendices for donor reports Actively participates in inter-NGO clusters/forums relating to human resources Represents Solidarités International on request and/or by delegation. HR Strategy and Staffing: Actively participates in defining the Country Office’s strategy and annual programme, and is responsible for developing the HR strategy Compiles, verifies and analyses the Country Office’s HR data (reporting tables & online HR dashboard) Actively participates in key stages of team sizing (annual planning, project proposals) and ad hoc reviews Supports and advises other departments in identifying their HR needs and updating their team staffing levels Pays particular attention to diversity and inclusion issues within the Country Team Consolidates and updates the Country Office’s organisational chart Organises and leads information and coordination meetings on HR matters. Work Organisation, HR Policies and Remuneration: Ensures that HR procedures and individual behaviour are consistent with the local culture Helps define Solidarités International’s salary and social policies and their implementation, and assesses the risks associated with changes Defines the Country Office’s social protection and ‘duty of care’ policy and is responsible for social welfare Updates the Internal Staff Regulations (ISR) and the HR manual in line with changes to the legal framework or evolving understanding of that framework Trains teams on SI’s framework documents (Code of Ethics and Conduct, Charter, Internal Regulations, etc.) Helps prevent risks and abuse and provides training on whistleblowing procedures. Administrative Management Of Human Resources: Organises the arrival of expatriate staff and visits to head office Assists with the induction and HR briefing of new recruits Oversees the administrative management of human resources Ensures the implementation of the cost-sharing methodology Ensures that social security contributions and tax declarations and payments are made to the relevant authorities Approves salaries for local staff prior to payment Ensures HR costs are updated and monitored, and shares this data whenever new projects are developed Sends the HR report on expatriate staff to head office for the preparation of salaries Centralizes leave and break requests from expatriate staff in the absence of a Deputy Calculates and distributes per diems in accordance with current internal policies, in the absence of a Deputy Promotes social dialogue by driving the establishment of statutory staff representation and consultation bodies at the grassroots level Supports the management and resolution of internal conflicts Ensures compliance with disciplinary procedures and approves any sanctions Ensures the proper maintenance of physical and digital archives of staff files, as well as their security.
