The consultancy will follow the Administrative Data Maturity Model (AdaMM) to diagnose the maturity of Nigeria’s administrative data landscape (selected social sectors) at national and subnational level. Levels: Federal (core MDAs), with selected state engagements. Sectors (illustrative): Health/HMIS, Education/EMIS, Social Protection registries, CRVS, and cross-cutting national platforms/registries (e.g., facility, school, and population registries). Focus: People-centered, lifecycle data for children; equity relevant disaggregation; governance, standards, architecture, and interoperability.
