The Data Quality and Technology Manager (DQTM) will provide technical leadership for the design, deployment, management, and quality assurance of digital data systems supporting the ITN campaign. The position will lead the integration of data quality assurance, ICT4D, electronic data collection, real-time monitoring, dashboard development, and geospatial analysis to ensure timely, accurate, complete, and actionable campaign data. The DQTM will oversee digital systems supporting microplanning, household registration, ITN distribution, logistics, in-process monitoring, independent 5% verification, and post-campaign assessment, ensuring that systems are fit for purpose, user-friendly, secure, and aligned with MSH, NMEP, SMEP, and donor requirements. The DQTM will report to the Project Manager, with the designated M&E Director serving as the dotted-line supervisor. The DQTM will supervise the M&E Officer and ICT4D Consultants, providing technical oversight and guidance on data quality, digital systems, and technology implementation. Key Responsibilities: Digital Technology and System Management: Lead the design, configuration, testing, deployment, and maintenance of campaign digital data systems using platforms such as Digit Technology, KoboToolbox, ODK, or other approved platforms. Configure digital workflows for: Settlement-level microplanning Household registration and mobilisation ITN distribution Logistics and commodity tracking In-process monitoring Independent 5% verification Post-distribution monitoring Develop automated validation rules to improve data completeness, accuracy, and consistency. Lead User Acceptance Testing (UAT) and system refinement before campaign implementation. To support infrastructure management. To define the workflows in HCM and to help analyse data and generate insights. Data Quality Management: Develop and implement the campaign data quality assurance framework and protocols. Establish automated checks for completeness, consistency, validity, duplication, outliers, GPS compliance, interview duration, and household size. Conduct daily data quality reviews and coordinate timely resolution of identified issues. Monitor data synchronization and ensure availability of high-quality, near real-time data. Flag suspicious records requiring verification and corrective actions at State, LGA, Ward, and field levels. Maintain secure databases and perform regular data cleaning and quality checks. Monitor interview duration. Dashboards, Data Use and Analytics: Develop and maintain real-time campaign dashboards for monitoring key indicators. Produce daily and weekly analytical products covering: Household registration and distribution progress Team productivity ITN Coverage and missed households GPS coverage Data synchronization ITN accountability Performance by State, LGA, Ward and settlement Provide actionable data insights to guide supervision, resource allocation, and corrective action. Geospatial and ICT4D Management: Lead the use of GIS and geospatial technologies for campaign planning and monitoring. Generate maps showing settlements, distribution hubs, household visits, coverage, missed areas, hard-to-reach locations, and distribution density. Use GPS and spatial analysis to verify field movement and identify potential gaps in campaign coverage. Support geospatial analysis for microplanning, supervision, and campaign evaluation. Technology Support: Coordinate phone configuration before deployment. Ensure installation and updating of all campaign applications. Provide remote and on-site technical support. Resolve synchronization issues. Troubleshoot device failures. Coordinate software upgrades. Training and Capacity Building: Develop digital training materials. Train national, state, LGA and field personnel on: Digital/Mobile applications Data synchronization GPS use Dashboard interpretation Data quality standards Support refresher trainings throughout implementation. Mentor State Technical Assistants and other relevant personnel on ICT4D systems. Monitoring and Reporting: Produce: Daily Situation Reports (SitReps) Weekly analytical reports Campaign dashboards Performance scorecards Data quality reports End-of-campaign analytical reports Support donor and government reporting requirements. Data Security: Ensure compliance with data protection policies. Manage user accounts and permissions. Maintain secure server backups. Monitor data access and system integrity. Ensure confidentiality of campaign data. Qualifications Master’s Degree (preferred) or Bachelor’s Degree in: Computer Science Information Technology Statistics Epidemiology Public Health Geographic Information Systems Data Science Monitoring & Evaluation or related discipline. Minimum 7+ years’ experience: in digital health data management. Experience: supporting nationwide public health campaigns. Demonstrated experience: managing electronic data collection platforms such as: Digit technology, Ipolongo RedRose KoboToolbox ODK SurveyCTO CommCare Experience: with: DHIS2 Power BI GIS mapping SQL databases Excel Data visualization tools.
