The Bursar coordinates the preparation and implementation of the annual budget, coordinates collection of all revenues including IGR, maintains proper books of account and financial records, assets register, ensures safe custody and disbursement of funds, prepares periodic financial statements and reports, and liaises with internal and external auditors.
The Bursar is the Chief Financial Officer and heads and coordinates the Bursary Department, responsible to the Rector for the day-to-day effective management, control, accounting and reporting of all the financial resources of the College.
The Bursar ensures compliance with the Procurement Act and Financial Regulations, advises the Rector and Council on financial matters, and enforces financial discipline and internal controls.
Qualifications &
Experience
Candidates applying for this post must possess:
A minimum of 15 years of post-qualification cognate
in a tertiary Institution.
Professional Certification: Must possess recognized professional accounting qualifications (e.g., ICAN, ANAN).
Health: Must be of good physical and mental health.
Rank: Must not be below the rank of Deputy Bursar or equivalent in a tertiary institution for at least 3 years on the rank.
Academic Qualification: A good honors Degree or Higher National Diploma (HND) (Minimum of Second-Class Lower Division) in Accountancy or Finance from a recognized institution.
Candidate should possess basic information and communication technology (ICT) skills.
Age Limit: Shall not be a person above 60 years of age at the time of assumption of Office as the Bursar of the College.
Qualities:
All Candidates must be morally sound, of impeccable character, and not be likely to pursue racial, gender, political, religious, or other sectional interests.
Terms of Appointment, Conditions of Service & Remuneration
Tenure:
The appointment is for a period of four (4) years from the date of appointment and shall be eligible for re-appointment for another term of four (4) years and no more.
Remuneration:
The salary is consolidated and the appointee shall enjoy allowances as may be approved by the governing Council of the College from time to time.
