Background/Context
International Medical Corps (IMC) is a global humanitarian non-profit organization dedicated to saving lives and relieving suffering through healthcare training, relief, and development programs. Established in 1984 by volunteer doctors and nurses, IMC’s mission is to improve quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. IMC started operation in Nigeria in 2013 to build the capacity of the local health system and communities and ensure the provision of quality, accessible health and nutrition care for children under five years of age.
IMC is planning to conduct an exhaustive Semi-Quantitative Evaluation of Access and Coverage (SQUEAC) survey of nutrition programing in Kano, Kaduna and Bauchi States to assess the current coverage of services for treatment of malnutrition in the local government areas (LGAs) in the three States. IMC will engage consultancy services to conduct the assessment with the goal of understanding and identifying boosters and barriers to accessing nutrition services, estimate current coverage of malnutrition treatment in all the 44 LGAs in Kano, 23 in Kaduna and 20 in Bauchi States and create an action plans that provides practical steps to improve service delivery, community acceptance, and overall program quality.
Over the years, IMC has expanded its programming to include Water, Sanitation and Hygiene (WaSH), Protection and Food Security and Livelihoods (FSL) interventions for crisis-affected populations, spread across the Northeast and Northwest regions of Nigeria. IMC also works to build the capacity of the health work force and of the community to ensure project activities are built into long-terms strategic planning and that the workforce will have the needed capacity to continue humanitarian interventions in the target communities. Towards addressing acute malnutrition, IMC is implementing the Integrated Management of Acute Malnutrition (IMAM) approach to manage and prevent malnutrition in communities in Borno, Kano, and Katsina States.
Overall Objective
Determine single coverage of malnutrition treatment services, identification of barriers to service access and uptake in the 44 LGAs in Kano, 23 in Kaduna and 20 in Bauchi States of Nigeria.
Specific Objectives
Enhance competencies of IMC technical staff and SMOH representatives in SQUEAC methodology.
Assess single coverage in the target LGAs of Kano, Kaduna and Bauchi States.
Identify factors affecting the uptake of IMAM services in target LGAs of Kano, Kaduna and Bauchi States.
Develop in collaboration with IMC specific recommendations to improve acceptance and coverage of IMAM programme.
Duties and
Responsibilities

- To achieve the above-mentioned objectives, the consultant will undertake the following:
- Adhere to all national guidelines and standards, wherever they are available.
- Develop and design SQUEAC survey protocol, including sample size estimation, population size, and clustering of the villages etc., and tools using the SQUEAC technical reference documents.
- Lead a full coverage survey (survey planning, data collection, analysis and reporting) in all the targeted areas .
- Ensure that the assessment is comprehensive and includes all relevant indicators.
- Be responsible for data cleaning and analysis using Softwares like XMind, BayesSQUEAC, Epi Info, SPSS.
- Supervise data entry by experienced data entry personnel and ensure quality.
- Present preliminary findings in a validation workshop if required.
- Build the capacity on SQUEAC of IMC nutrition team and SMOH representatives.
- Prepare a draft SQUEAC report for review by IMC.
- Assume overall responsibility for implementation of the SQUEAC, including daily supervision of SQUEAC teams and data quality assurance.
- Train the SQUEAC data collection teams (including pre-testing questionnaire).
- Conduct SQUEAC survey from its inception to finalization.

Experience
required for the assignment
Strong communication skills, with excellent written and spoken English.
At least 2-year
with the implementation of IMAM programs.
in epidemiology, surveys using SQUEAC methodology.
Excellent analytical and statistical skills.
Excellent reporting and data consolidation skills.
Ability to work on own initiative and to meet deadlines.
A health professional or nutritionist with MPH or MSc or advanced professional Degree.
Proven
in participatory research methods.
of working with pastoral community and in Northern Nigeria is desirable.
Significant experience, at least five years, in community-based studies including conduct of surveys, SQUEAC and other coverage assessments.
Excellent computing and analytical skills including at least in one of the following: Xmind, Bayes SQUEAC, EPI INFO, SPSS, ENA Software.
Proven competency and
in monitoring, evaluation and impact assessment (with
in the sectors of public health and nutrition).
General Conditions of work of the consultancy:
The assessment report shall be written in English.
Final payment to the consultant will be made dependent on the completion of all deliverables.
The consultant will conduct his/her work using his/her own computer equipment. Other costs related directly to the task, like photocopying of questionnaires, shall be covered by IMC.
The consultant will cover his/her food and subsistence related costs while in the areas of this assignment while IMC will offer only accommodation for the Lead consultant.
The consultant(s) will be required to abide by the IMC security procedures and rules in place for IMC staff.
The consultant will submit digital dataset, electronic and hard copies of the report written in Microsoft Word.
Terms of payment will be negotiated upon acceptance of the consultancy. On the basis of the above proposed activities, the total budget for the consultancy will include VAT as required.
The consultant (s) will be based in Kano, Kaduna and Bauchi States, and will spend most of the duration in the field.
IMC will support and facilitate the consultant(s) travel to and within Kano, Kaduna and Bauchi States, and back to his or her home.
IMC Nigeria reserves the right to organize a discussion and feedback session where the consultant(s) presents the first draft report of the assessment. The consultant(s) shall incorporate the feedback from this session as deemed necessary.
Deliverables:
Data and analysis outputs, raw and electronic version.
Inception report including data collection tools, enumerators training report, field work final report (including short term and medium-term recommendations), electronic and hard copy, detailed including all necessary chapters of standard reports.
Duration of the consultancy:
The proposed fieldwork will last for 45 days (including training and technical support).
