Overall Objective

Determine single coverage of malnutrition treatment services, identification of barriers to service access and uptake in the 44 LGAs in Kano, 23 in Kaduna and 20 in Bauchi States of Nigeria.

Specific Objectives

Identify factors affecting the uptake of IMAM services in target LGAs of Kano, Kaduna and Bauchi States.

Enhance competencies of IMC technical staff and SMOH representatives in SQUEAC methodology.

Assess single coverage in the target LGAs of Kano, Kaduna and Bauchi States.

Develop in collaboration with IMC specific recommendations to improve acceptance and coverage of IMAM programme.

Duties and

Responsibilities

  • To achieve the above-mentioned objectives, the consultant will undertake the following:
  • Adhere to all national guidelines and standards, wherever they are available.
  • Conduct SQUEAC survey from its inception to finalization.
  • include, but not limited to:
  • Lead a full coverage survey (survey planning, data collection, analysis and reporting) in all the targeted areas .
  • Train IMC staff and SMOH representatives to equip them with

Knowledge and Skills

  • to undertake a SQUEAC coverage survey independently.
  • Build the capacity on SQUEAC of IMC nutrition team and SMOH representatives.
  • Develop and design SQUEAC survey protocol, including sample size estimation, population size, and clustering of the villages etc., and tools using the SQUEAC technical reference documents.
  • Present preliminary findings in a validation workshop if required.
  • Ensure that the assessment is comprehensive and includes all relevant indicators.
  • Train the SQUEAC data collection teams (including pre-testing questionnaire).
  • Be responsible for data cleaning and analysis using Softwares like XMind, BayesSQUEAC, Epi Info, SPSS.
  • Assume overall responsibility for implementation of the SQUEAC, including daily supervision of SQUEAC teams and data quality assurance.
  • Supervise data entry by experienced data entry personnel and ensure quality.
  • Prepare a draft SQUEAC report for review by IMC.
  • Prepare a final report including background, methodology, results, limitations, conclusions, recommendations

Experience

required for the assignment

Proven competency and

in monitoring, evaluation and impact assessment (with

in the sectors of public health and nutrition).

A health professional or nutritionist with MPH or MSc or advanced professional Degree.

Strong communication skills, with excellent written and spoken English.

Excellent reporting and data consolidation skills.

Excellent computing and analytical skills including at least in one of the following: Xmind, Bayes SQUEAC, EPI INFO, SPSS, ENA Software.

At least 2-year

with the implementation of IMAM programs.

of working with pastoral community and in Northern Nigeria is desirable.

Excellent analytical and statistical skills.

Proven

in participatory research methods.

Ability to work on own initiative and to meet deadlines.

Significant experience, at least five years, in community-based studies including conduct of surveys, SQUEAC and other coverage assessments.

in epidemiology, surveys using SQUEAC methodology.

General Conditions of work of the consultancy:

The assessment report shall be written in English.

The consultant will cover his/her food and subsistence related costs while in the areas of this assignment while IMC will offer only accommodation for the Lead consultant.

The consultant(s) will be required to abide by the IMC security procedures and rules in place for IMC staff.

Terms of payment will be negotiated upon acceptance of the consultancy. On the basis of the above proposed activities, the total budget for the consultancy will include VAT as required.

The consultant will conduct his/her work using his/her own computer equipment. Other costs related directly to the task, like photocopying of questionnaires, shall be covered by IMC.

Final payment to the consultant will be made dependent on the completion of all deliverables.

The consultant (s) will be based in Kano, Kaduna and Bauchi States, and will spend most of the duration in the field.

IMC Nigeria reserves the right to organize a discussion and feedback session where the consultant(s) presents the first draft report of the assessment. The consultant(s) shall incorporate the feedback from this session as deemed necessary.

The consultant will submit digital dataset, electronic and hard copies of the report written in Microsoft Word.

IMC will support and facilitate the consultant(s) travel to and within Kano, Kaduna and Bauchi States, and back to his or her home.

Deliverables:

Inception report including data collection tools, enumerators training report, field work final report (including short term and medium-term recommendations), electronic and hard copy, detailed including all necessary chapters of standard reports.

Data and analysis outputs, raw and electronic version.

Duration of the consultancy:

The proposed fieldwork will last for 45 days (including training and technical support).
