Solidarités International (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.
We are recruiting to fill the position below:

Job Summary
The HR Officer supports the department in all human resources management tasks, in accordance with legal procedures, donor requirements and Solidarités International’s guidelines.
Key Accountabilities
- Analysis of the Socio-Economic Context:
- Helps monitor changes in the cost of living.
- Management of the Legal Framework, Internal & External HR Communication:
- Under the supervision of their line manager, helps prepare HR files in the event of an audit.
- Helps to disseminate HR tools.
- Attends departmental meetings.
- Helps communicate HR memos and the Internal Staff Regulations (ISR) within their area.
- Helps update the monthly organisational chart for the area.
- Helps compile, verify and analyse HR data for their area (reporting tables & online dashboard).
- Supports relations with local administrative authorities (labour inspectorate, social security collection agencies).
- HR Strategy and Staffing:
- Takes part in workshops to prepare annual plans.
- Work Organisation, HR Policies and Renumeration:
- Contributes to the implementation of SI HR policies.
- Monitors the working atmosphere in their area and reports any potential issues to their line manager.
- Supports the organisation of social dialogue within the area.
- May receive complaints from staff and forwards them to the HR Manager.
- Career Management: Recruitment, Onboarding, Training and Evaluation:
- Supports the administrative management of staff recruitment in the area.
- Assists with the organisation and monitoring of internal and external training.
- Helps raise awareness of and support annual performance reviews (EAP).
- Records staff events (EAP, disciplinary proceedings, training) in the HR software and files related documents in staff files.
- Helps ensure staff are aware of and comply with recruitment and hiring procedures.
- Where delegated, organises or participates in induction sessions (including administrative briefings) for new recruits.
- Administrative Management of Human Resources:
- Ensures the creation and monitoring of staff files, and helps to secure them in accordance with HR confidentiality requirements.
- Prepares calculations of social security contributions and taxes, as well as declarations and payment requests to the relevant authorities.
- Assists with the verification of reimbursement claims and the monitoring of medical expenses.
- Assists in monitoring the acquisition and renewal of visas, residence permits, work permits and residence permits for expatriate staff and their dependants, where applicable.
- Prepares requests for salary advances and payslips.
- Ensures the filing and archiving of records relating to social security contributions and taxes.
- Prepares staff contracts and amendments where necessary.
- Ensures the filing and physical and digital archiving of personnel records, as well as data security, in accordance with the current HR archiving procedure.
- Ensures that HR data is entered into the organisation’s databases.
- Prepares documents relating to the termination of contracts.
- Prints and obtains signatures on payslips and time sheets.
- Prepares the monthly report for managers on various HR matters (such as the progress of EAPs, paid leave balances, end dates of probationary periods and contract expiry dates, etc.).
- Receives and verifies payroll data and inputs it into the HRM software.
- Managements:
- Is responsible for the proper implementation of HR policies and processes to ensure that both the necessary number of staff and the required expertise are available for the activities for which they are responsible:
- Analyses, quantifies and assesses the human resources needs of his/her team,
- Recruits and ensures the integration of the team under his/her responsibility,
- Assesses the performance of team members,
- Leads and communicates with his/her team.
- Trains and supports team members,
- Internal Control:
- Is responsible for ensuring the compliance of the documents they produce.
- Filing and Archiving:
- Is responsible for filing and archiving the documents they produce in accordance with internal procedures.
- Fight Against Abuse:
- At any time, respects the protection of information exchanged within the framework of an abuse notification and its treatment.
- Creates and actively contributes to the establishment of a working environment that prevents any inappropriate behaviour.
- Helps to raise awareness of SI’s ethical framework.
- Implements measures to mitigate the risks of misconduct.
- Partnerships:
- May contribute to the implementation of a plan to support and strengthen SI partners.
- May contribute, in line with their role and responsibilities, to the verification process for SI implementation partners.
- May participate in the monitoring of partners’ activities in line with their role and responsibilities.
Requirements
- Languages: Fluency in English compulsory.
- Good knowledge of the Nigerian Labour Law.
- Good knowledge of archiving & file/record management.
- Education: B.Sc. Finance, Economics, Business/Public Administration or related Degrees.
- Professional experience: 2 years of relevant experience (NGO/Private or Public sector) and 1 year of progressive experience in an INGO.
- IT skills:
- Excellent knowledge of MS Office software: Excel, Word, Outlook, Power Point, and Homere.
- Personal qualities:
- Able to prioritize and manage important workload.
- Good communication, reactive, assertive, great attention to details.
- Good learning capacity and a fast learner.
- Resistance to stress.
- Well organized.
