The Bill and Melinda Gates Foundation is seeking a dynamic and experienced
Program Officer
to drive transformative primary healthcare (PHC) reforms at both federal and sub-national levels in Nigeria. Reporting to the Deputy Director of Health Systems Strengthening and PHC, this role will spearhead foundational reforms and innovation initiatives—including the Nigeria Integrated Health (NIH) Model and State Delivery and Intelligence Units (SDIUs).
You will work hand-in-hand with government stakeholders, donors, and implementing partners to optimize PHC financing, streamline service delivery, enhance data-driven decision-making, and expand health impact across Nigeria, with a specific focus on Northern Nigeria.
Key Responsibilities

- Drive PHC Reforms:
- Support national and sub-national initiatives to improve service delivery, facility-level financing, and resource autonomy.

- Grant & Portfolio Management:
- Oversee complex grants and contracts, ensuring rigorous monitoring, evaluation, financial tracking, and risk mitigation.

- Strategic Partnerships:
- Build and manage high-level coalitions with government officials (Ministries of Health), donors, and key grantees.

- Technical Assistance:
- Provide expert guidance on health systems strengthening, digital health technologies, and performance management.

- Empower sub-national platforms to analyze and utilize data effectively while drafting high-impact policy briefs and technical reports.

Education
A degree in Public Health, Health Systems and Administration, Health Financing, or a related field.
Minimum of 6 years of relevant
Experience
in public health, health systems strengthening, or PHC within African settings (including at least 5 years in low-income country contexts and direct
in Northern Nigeria).
Technical Expertise:
Deep understanding of the Nigerian health landscape, federal/state policies, and public-private partnerships.
Core Skills:
Proven project management capabilities, strong strategic thinking, excellent cross-cultural communication, and a track record of stakeholder engagement.
Compliance:
Must hold legal authorization to work in Nigeria without visa sponsorship and be available for up to 30% domestic and international travel.
