Job Title: Risk Management Lead (Supply Chain)

Reports to: Procurement Governance & Compliance Lead
Job Purpose
To develop, implement, and continuously improve the Supply Chain Risk Management framework across procurement, logistics, warehousing, inventory management, supplier management, material planning, and supply planning functions. The role is responsible for identifying, assessing, mitigating, monitoring, and reporting supply chain risks that may impact refinery operations, business continuity, cost, safety, regulatory compliance, and operational performance.
The Supply Chain Risk Lead ensures that supply chain activities are conducted within approved governance frameworks while strengthening resilience against disruptions, fraud, supplier failures, geopolitical events, logistics bottlenecks, inventory risks, and operational vulnerabilities.

Key Roles & Responsibilities
Supply Chain Risk Management:
Maintain a comprehensive Supply Chain Risk Register.
Develop and maintain the Supply Chain Risk Management Framework.
Conduct periodic risk assessments across all supply chain functions.
Develop risk heat maps and risk prioritization models.
Lead risk reviews and risk mitigation workshops.
Establish risk identification, assessment, mitigation, monitoring, and reporting processes.
Supplier Risk Management:
Conduct supplier risk audits and assessments.
Evaluate financial, operational, geopolitical, cybersecurity, ESG, and compliance risks associated with suppliers.
Monitor critical supplier performance and sustainability.
Establish supplier risk scoring methodologies.
Develop supplier risk mitigation and contingency plans.
Procurement Risk Oversight:
Identify fraud, conflict of interest, and unethical procurement practices.
Evaluate contract execution risks and exposure.
Assess sourcing and contracting risks.
Monitor single-source dependency risks.
Ensure procurement activities comply with company policies and governance requirements.
Inventory and Warehouse Risk Management:
Review inventory controls and asset protection measures.
Assess risks associated with inventory accuracy and stock integrity.
Evaluate warehouse security and material preservation risks.
Ensure critical spare parts risk assessments are performed.
Monitor risks of stock-outs and excess inventory.
Logistics and Transportation Risk Management:
Develop logistics contingency and recovery plans.
Monitor geopolitical, customs, regulatory, and route disruption risks.
Evaluate transportation, shipping, and port-related risks.
Assess logistics service provider risks.
Business Continuity and Resilience:
Monitor resilience of critical supply chain nodes.
Develop supply chain continuity plans.
Coordinate supply chain crisis response activities.
Lead scenario planning and disruption simulations.
Establish emergency sourcing and alternative supplier strategies.
Governance, Compliance & Assurance:
Support internal and external audits.
Track closure of audit findings and corrective actions.
Promote strong internal controls and segregation of duties.
Reporting and Risk Analytics:
Provide recommendations to reduce supply chain exposure.
Track emerging risks and early warning indicators.
Present risk reports to management and governance committees.
Benchmark risk management practices against industry standards.
Develop supply chain risk dashboards and KPIs.
Qualifications & Experience
Experience within petroleum refining, petrochemicals, oil & gas, manufacturing, or heavy industry preferred.
Strong understanding of supply chain operations and controls.
Experience managing enterprise or operational risk programs.
Bachelor’s Degree in Supply Chain Management, Engineering, Business Administration, Logistics, Economics, Accounting, or related discipline. Professional certification (CIPS, APICS, ISM, CSCP, PMP, etc)
3–5 years in a dedicated risk, governance, compliance, or assurance role.
8–10+ years of supply chain, procurement, logistics, audit, compliance, or risk management experience.
