Job Title: Senior Programme Analyst
Location: Gombe
Background
The Gombe State Delivery and Insights Unit (SDIU) aims to strengthen the state’s existing health-system architecture by creating a consistent mechanism that connects data, management decisions, coordinated implementation, follow-up and escalation.
The SDIU works to strengthen existing statutory functions and connect them into one repeatable evidence-to-decision-to-action cycle. it will connect leadership structures, technical forums, delivery agencies and data systems into one government-led decision-to-action mechanism.
The SDIU is not intended to operate as a parallel programme management unit, replace existing government institutions, duplicate technical committees, or assume responsibility for programme implementation.
Role Purpose
To serve as the analytical-management bridge within the DMU by converting fragmented technical updates, committee submissions, Execution Grant progress, AOP tracking and DIU findings into concise management problems and decision-ready briefs.
The role interprets implementation, institutional dependencies and programme progress and translates them into management decisions.
Key Responsibilities
- Consolidate implementation evidence:
- Receive and synthesize submissions from existing technical committees and TWGs.
- Review Execution Grant milestones, AOP actions and partner implementation updates.
- Identify duplicate, inconsistent or conflicting progress reports across mechanisms.
- Frame management problems:
- Work with DIU colleagues to determine whether a programme concern is supported by available evidence.
- Develop structured problem statements covering what is happening, where, since when, likely drivers, what has already been tried and what decision is needed.
- Distinguish technical issues, coordination issues and matters requiring leadership authority.
- Prepare decision products:
- Prepare TMT decision briefs with options, implications and recommended accountable institutions.
- Maintain a cross-cutting view of dependencies across service delivery, financing, supply chain, HRH and data.
- Support the Senior TA in identifying repeated system constraints requiring policy or structural action.
- Minimize reporting burden:
- Avoid creating additional programme reporting requests where AOP, grant or committee reports can provide the necessary information.
- Work with the TMT Secretary to establish one authoritative action narrative for each priority issue.
- Key Deliverables
- Monthly integrated programme-performance narrative.
- Decision briefs for TMT agenda items.
- Cross-cutting risk and dependency register.
- Quarterly analysis of repeated delivery bottlenecks.
- Consolidated view of AOP and Execution Grant risks.
- Suggested performance indicators:
- Percentage of TMT agenda items supported by decision-ready briefs.
- Reduction in agenda items returned because evidence or decision asks are unclear.
- Evidence that TMT decisions increasingly address root causes rather than symptoms.
- Recommended Profile / Capabilities
- Mid-to-senior programme-management professional with strong public-health understanding and background
- Minimum of 7 years of relevant professional experience in programme analysis, management
- Master’s Degree in a relevant field is desirable.
- Strong analytical reasoning and structured problem solving.
- Excellent executive-writing and synthesis capability.
- Ability to work across programmes, agencies and data sources without becoming the technical owner of those programmes.
- Demonstrate experience preparing high-level analytical reports and executive decision materials.
- Strong experience synthesizing information from multiple technical and organizational sources.
- Experience working with senior management, governance committees, or executive decision-making structures.
- Strong analytical and problem-solving skills.
- Excellent written communication and presentation skills.
- Strong ability to manage multiple workstreams and deadlines simultaneously.
