Position Summary
The role will focus on building the capacity of health workers and facility teams to deliver high-quality SRH services using globally recognized capacity-strengthening modalities, including competency-based training, on-the-job coaching, clinical mentorship, simulation and emergency drills, supportive supervision, quality improvement, peer learning, data use, and post-training follow-up.
The Senior SRH Officer will also strengthen provider capacity in other SRH-themed service areas such as maternal and newborn health, antenatal and postnatal care, safe delivery support, BEmONC readiness, post-abortion care, STI management, adolescent-responsive SRH, survivor-centered referral pathways, and CEmONC referral coordination.
The Senior SRH Officer will provide state or location-level technical support, capacity building, quality assurance, and implementation follow-up for IRC's Impact@Scale Project in assigned government PHCs and IRC static facilities.
The position reports to the Roving SRH Manager and will work closely with facility leadership, government counterparts, IRC static facility teams, and community-facing staff.
The position will support implementation of interventions to increase voluntary access to modern contraception and prevent and manage postpartum hemorrhage through the E-MOTIVE Bundle.
Major
Responsibilities
- Technical Capacity Building for Impact@Scale Implementation:
- Strengthen provider skills in family planning counseling, informed choice, method provision, infection prevention, documentation, follow-up, and referral.
- Plan, facilitate, and follow up competency-based training, on-the-job coaching, mentorship, simulation drills, supportive supervision, refresher sessions, and post-training follow-up for facility teams.
- Use structured mentorship plans, skills checklists, action trackers, and competency assessment tools to document progress and identify additional support needs.
- Support providers to apply E-MOTIVE components for early detection, escalation, treatment, and referral of PPH in line with approved project protocols and national guidance.
- Orient facility teams on approved algorithms, job aids, registers, quality improvement tools, referral forms, and reporting tools for contraception and PPH prevention activities.
- Build the capacity of health workers in assigned government PHCs and IRC static facilities to implement Impact@Scale interventions for voluntary contraception access and PPH prevention using the E-MOTIVE Bundle.
- Capacity Building Modalities to be Used:
- Post-training follow-up, competency assessment, refresher sessions, and targeted remediation for providers requiring additional support.
- Peer learning, case discussions, reflective practice sessions, and cross-facility learning exchanges.
- Simulation-based practice, emergency drills, skills demonstrations, and return demonstrations for PPH prevention, detection, response, and referral readiness.
- On-the-job training and bedside coaching during routine service delivery sessions.
- Competency-based classroom and practical training using approved national and project training packages.
- Data review, data quality checks, dashboard review, and use of routine service data for decision-making and performance improvement.
- Commodity, drug, equipment, and infection prevention readiness checks to ensure services can be delivered safely and consistently.
- Clinical mentorship and supportive supervision using structured checklists and agreed action plans.
- Use of job aids, standard operating procedures, algorithms, registers, referral tools, and clinical checklists.
- Quality improvement cycles, including problem identification, root-cause analysis, change ideas, action planning, review meetings, and monitoring of improvement measures.
- Support to Broader SRH Service Areas:
- Support integration of Impact@Scale interventions into routine SRH and maternal health service delivery without adding nutrition, OPD, or immunization responsibilities.
- Strengthen referral readiness and linkages between PHCs, IRC static facilities, BEmONC service points, and CEmONC referral centers.
- Support facility teams to identify and address barriers to uptake of contraception and maternal health services, including provider capacity, workflow, commodity availability, documentation, and referral delays.
- Support respectful maternity care, client-centered counseling, gender-sensitive communication, privacy, confidentiality, safeguarding, and non-discriminatory service delivery.
- Build facility capacity in other SRH-themed areas, including maternal and newborn health, antenatal care, postnatal care, safe delivery practices, BEmONC readiness, post-abortion care, STI management, and adolescent-responsive SRH services.
- Facility-Level Quality Assurance and Supportive Supervision:
- Conduct routine supportive supervision visits to assigned government PHCs and IRC static facilities using approved supervision tools.
- Develop facility-specific action plans with facility teams and follow up completion of agreed corrective actions.
- Assess quality of service delivery, provider competence, documentation, infection prevention readiness, commodity availability, referral readiness, and client flow.
- Document supervision findings and escalate unresolved technical, operational, or commodity-related issues to the Roving SRH Manager.
- Support quality improvement meetings, review of service delivery gaps, and implementation of practical change ideas.
- Commodity, Drug, Equipment, and Referral Readiness:
- Work with facility focal persons, pharmacists, storekeepers, and IRC supply chain teams to address gaps and ensure readiness for quality SRH service delivery.
- Monitor availability of family planning commodities, E-MOTIVE commodities, uterotonics, tranexamic acid, essential drugs, consumables, equipment, registers, and job aids in assigned facilities.
- Support timely identification and escalation of supply gaps that may affect contraception provision, PPH prevention, emergency response, or referral readiness.
- Support facility teams to track stock status, consumption, expiry, redistribution needs, and stock-out risks.
- Promote rational use, proper storage, and accountability for SRH and PPH-related commodities.
- Monitoring, Reporting, and Data Use:
- Conduct data quality checks and support corrective actions for incomplete, inconsistent, or delayed reporting.
- Support accurate documentation of contraception, PPH prevention, referral, training, supervision, and quality improvement activities.
- Document field-level lessons, success stories, bottlenecks, and promising practices for project learning.
- Prepare timely activity reports, mentorship updates, supervision reports, and action trackers for submission to the Roving SRH Manager.
- Review routine service data with facility teams to identify trends, gaps, and opportunities for improvement.
- Coordination and Team Contribution:
- Work with the Senior Clinical Outreach Officer and community-facing teams to ensure demand creation is linked to quality facility-based services.
- Support community feedback mechanisms and ensure client concerns related to SRH service quality are escalated appropriately.
- Participate in state or location-level SRH and maternal health coordination meetings as delegated by the Roving SRH Manager.
- Coordinate closely with facility leadership, Local Government Area health authorities, government PHC teams, IRC static facility teams, and other partners in assigned locations.
- Contribute to cross-location learning among Maiduguri, Monguno, Yola, and Sokoto teams.
Experience
and Qualifications
Bachelor's Degree or equivalent qualification in Nursing, Midwifery, Public Health, Community Health, Reproductive Health, Medicine, or a related clinical or public health field.
Strong documentation, data review, report writing, coordination, and facilitation skills.
working with government PHCs, IRC static facilities, facility managers, LGA health teams, and community-linked service delivery structures.
