In Nigeria, prolonged armed conflict in the Northeast and increasing insecurity associated with banditry in parts of the Northwest continue to generate significant humanitarian and development needs. These crises have disrupted access to essential health services, including sexual and reproductive health (SRH), particularly for women, girls, adolescents, and displaced populations. Health facilities frequently face shortages of skilled personnel, medical supplies, and functional referral systems, limiting their ability to provide quality maternal and newborn health services, emergency obstetric and newborn care, family planning, and other lifesaving SRH interventions. IRC works closely with government authorities and local partners to strengthen health systems and improve access to quality SRH services in conflict-affected and underserved communities.

Position Summary

The Senior SRH Officer will provide state or location-level technical support, capacity building, quality assurance, and implementation follow-up for IRC's Impact@Scale Project in assigned government PHCs and IRC static facilities. The position will support implementation of interventions to increase voluntary access to modern contraception and prevent and manage postpartum hemorrhage through the E-MOTIVE Bundle.

The role will focus on building the capacity of health workers and facility teams to deliver high-quality SRH services using globally recognized capacity-strengthening modalities, including competency-based training, on-the-job coaching, clinical mentorship, simulation and emergency drills, supportive supervision, quality improvement, peer learning, data use, and post-training follow-up.

The Senior SRH Officer will also strengthen provider capacity in other SRH-themed service areas such as maternal and newborn health, antenatal and postnatal care, safe delivery support, BEmONC readiness, post-abortion care, STI management, adolescent-responsive SRH, survivor-centered referral pathways, and CEmONC referral coordination. The position reports to the Roving SRH Manager and will work closely with facility leadership, government counterparts, IRC static facility teams, and community-facing staff.

• Build the capacity of health workers in assigned government PHCs and IRC static facilities to implement Impact@Scale interventions for voluntary contraception access and PPH prevention using the E-MOTIVE Bundle.

• Support facility teams to track stock status, consumption, expiry, redistribution needs, and stock-out risks.
• Work with facility focal persons, pharmacists, storekeepers, and IRC supply chain teams to address gaps and ensure readiness for quality SRH service delivery.
• Support timely identification and escalation of supply gaps that may affect contraception provision, PPH prevention, emergency response, or referral readiness.
• Promote rational use, proper storage, and accountability for SRH and PPH-related commodities.
• Monitoring, Reporting, and Data Use
• Support accurate documentation of contraception, PPH prevention, referral, training, supervision, and quality improvement activities.
• Review routine service data with facility teams to identify trends, gaps, and opportunities for improvement.
• Conduct data quality checks and support corrective actions for incomplete, inconsistent, or delayed reporting.
• Prepare timely activity reports, mentorship updates, supervision reports, and action trackers for submission to the Roving SRH Manager.

• Coordination and Team Contribution
• Coordinate closely with facility leadership, Local Government Area health authorities, government PHC teams, IRC static facility teams, and other partners in assigned locations.
• Participate in state or location-level SRH and maternal health coordination meetings as delegated by the Roving SRH Manager.
• Work with the Senior Clinical Outreach Officer and community-facing teams to ensure demand creation is linked to quality facility-based services.
• Support community feedback mechanisms and ensure client concerns related to SRH service quality are escalated appropriately.
• Contribute to cross-location learning among Maiduguri, Monguno, Yola, and Sokoto teams.
