The Kano State Ministry of Agriculture and Natural Resources is a prominent government body established in 1967 tasked with driving agricultural growth, ensuring food security, and improving rural livelihoods in Kano State, Nigeria.

Estimated Duration of the Assignment: twelve (12) months with the possibility of extension based on program needs, satisfactory performance and conduct

Background

The Federal Government of Nigeria (FGN) has secured a facility from the African Development Bank (AfDB), International Fund for Agricultural Development (IFAD) and the Islamic Development Bank (IsDB) to implement a five-year ADB/IFAD/IsDB-Assisted Special Agro-Industrial Processing Zones (SAPZ) Program in partnership with the State Governments and Private Investors in seven (7) participating states of Imo, Kano, Kaduna, Cross River, Kwara, Oyo and Ogun as well as the Federal Capital Territory (FCT) in the first phase of program imple-mentation.

The Agro-Industrial Processing Hub (AlH) will draw its processing feedstock from the ATs where activities of the production clusters and Aggregation Centres are being coordinated.

The implementation of a govemment enabled private sector driven SAPZs is a major investment program of the Federal Government of Nigeria, driven by the Federal Ministry of Agriculture and Food Security (FMAFS) in collaboration with relevant Federal Ministries, Departments and Agencies (MDAs) to develop agro-processing clusters in areas of high agricultural production across the country. It is a strategic move to rapidly develop modern Agro-processing capacity to serve the vast and growing local markets, create sustainable market for farmers and reduce post-harvest losses of local agricultural produce and thereby create wealth for farmers, promote import substitution and create sustainable agriculture-related jobs.

This clustering approach is to help address investment challenges in the development of Agro-processing enclaves across Nigeria, including poat access to quality infrastructure, inadequate feedstock supplies and other challenges confronting agro-processing environment. SAPZs, therefore, will be developed with requisite infrastructure for Agro processing environment which will help reduce: cost absorptions and engender competitiveness in agro-industrial production that is critical to further unlocking the potentials of Nigeria's agriculture to create ready markets and wealth for farming communities and reduce rural poverty.

"The SAPZ is made up of two building blocks which include the Agricultural Transformation Centres (ATs), which are community-based rural institution within the host community, supported with provision of quality production drivers for the production of feedstock and the Aggregation Centre (AC) for primary stor-age; and the Agro-Industrial Hub (AlH) equipped with desirable infrastructure to create modern Agro-processing environment where secondary value addition will take place.

Scope of Service and Responsibilities

Knowledge Management Support:

Assist in synthesizing programme information for reports, briefs, newslet-ters, website content, and social media updates.

Support the Implementation of the State Knowledge Management and Communication (K.MC) Strategy and annual KMC work plans.

Assist in maintaining, updating, and organizing knowledge databases, document repositories, and digital storage systems.

Support the development and application of guidelines on information collection, documentation, and dissemination.

Assist in organizing learning events, review workshops, knowledge-shar-ing sessions, and capacity-building activities.

Support the documentation of innovative practices, success stories, field experiences, and lessons learnt.

Communication and Visibility Support:

Develop basic content for social media platforms and update online com-munication channels.

Support media relations, including drafting press releases, coordinating media coverage, and maintaining a media contact database.

Assist in planning and coordinating communication and visibility activities such as newsletters, IEC materials, campaigns, and community sensitization.

Help maintain effective communication channels with internal and exter-nal stakeholders.

Support the design and dissemination of communication products (flyers, posters, brochures, knowledge notes, etc.).

Information Management and Reporting:

Support the integration of information systems with PME systems to ensure consistency between reporting, monitoring, and knowledge-sharing outputs.

Assist in preparing periodic KMC progress updates, monitoring sheets, and reports.

Ensure proper filing and archiving of digital and hard-copy KMC docu-ments monitoring sheets, and reports.

Support staff in data collection, processing, and organization using ap-proved KMC tools and templates.

ICT and Technical Support:

Assist in identifying and organizing and organizing ICT needs for KMC activities, including digital tools and platforms.

Support the updating, and maintenance of the Programme website, shared drives, and internal communication platforms.

Provide basic troubleshooting assistance for ICT tools related to KMC processes.

Administrative and Coordination Support:

Perform any other duties assigned by the State KMC Officer to support the efficient functioning of the KMC Unit.

Maintain an updated inventory of KMC and communication materials.

Liaise with consultants, service providers and implementing partners un-der guidance from the State KMC Officer.

Assist in logistical arrangements for KMC-related events, missions, work-shops, and meetings.

Qualifications and Experience Required

Minimum of 10 years of relevant experience in communications, media, knowledge management, documentation, ICT support, or development commu-nication, preferably in donor-funded (ADB, IFAD, World Bank, etc.) projects.

Basic experience in photography, videography and content creation will be an advantage.

Proficieney in MS Office Packages and digital content tools.

Experience in agriculture, rural development, or donor-funded projects will be an added advantage.

Strong writing, editing, and communication skills.

Ability to work under pressure, meet deadlines, and collaborate effective-ly with teams.

A minimum of Master's Degree in Communications, Journalism, ICT, Agricultural Extension, Mass Communication, Physics/telecommunication or re-and lated fields.

Appropriate skills and qualifications (academic record and general work experience) - 25 points

Similar Experience working with any donor funded project (AfDB and World Bank, IFAD, etc) - 30 points

Competency and experience in occupying similar positions in any government or private institution- 25 points

Making a total of 100 points.

Communication skills in English - 20 points
