Background
The Federal Government of Nigeria (FGN) has secured a facility from the African Development Bank (AfDB), International Fund for Agricultural Development (IFAD) and the Islamic Development Bank (IsDB) to implement a five-year ADB/IFAD/IsDB-Assisted Special Agro-Industrial Processing Zones (SAPZ) Program in partnership with the State Governments and Private Investors in seven (7) participating states of Imo, Kano, Kaduna, Cross River, Kwara, Oyo and Ogun as well as the Federal Capital Territory (FCT) in the first phase of program imple-mentation.
The Agro-Industrial Processing Hub (AlH) will draw its processing feedstock from the ATs where activities of the production clusters and Aggregation Centres are being coordinated.
This clustering approach is to help address investment challenges in the development of Agro-processing enclaves across Nigeria, including poat access to quality infrastructure, inadequate feedstock supplies and other challenges confronting agro-processing environment. SAPZs, therefore, will be developed with requisite infrastructure for Agro processing environment which will help reduce: cost absorptions and engender competitiveness in agro-industrial production that is critical to further unlocking the potentials of Nigeria's agriculture to create ready markets and wealth for farming communities and reduce rural poverty.
The implementation of a govemment enabled private sector driven SAPZs is a major investment program of the Federal Government of Nigeria, driven by the Federal Ministry of Agriculture and Food Security (FMAFS) in collaboration with relevant Federal Ministries, Departments and Agencies (MDAs) to develop agro-processing clusters in areas of high agricultural production across the country. It is a strategic move to rapidly develop modern Agro-processing capacity to serve the vast and growing local markets, create sustainable market for farmers and reduce post-harvest losses of local agricultural produce and thereby create wealth for farmers, promote import substitution and create sustainable agriculture-related jobs.
"The SAPZ is made up of two building blocks which include the Agricultural Transformation Centres (ATs), which are community-based rural institution within the host community, supported with provision of quality production drivers for the production of feedstock and the Aggregation Centre (AC) for primary stor-age; and the Agro-Industrial Hub (AlH) equipped with desirable infrastructure to create modern Agro-processing environment where secondary value addition will take place.
The objective
The objective of this consultancy is to provide technical, managerial and strategic support to the SAPZ program Kano management team (SPIU) and to ensure the effective and efficient implementation of the program activities.
The consultant will also facilitate the coordination and collaboration among the various stake- holders involved in the program, including the NCO, the state governments, the private sector, and the development partners.
The activity of the consultant shall be under close supervision of the Kano State Head of Steering Committee with technical guidance from the National Programme Coordinator (NPC).
Scope of Work and Responsibilities
The consultant will perform the following tasks:
Project Planning and Coordination:
Provide technical support and coordination for project deliverables across all of the project and management of the implementation of the project which shall include review the program documents, reports, plans and provision of feedback and recommendations for improvement.
Lead and advise in the development and update of ISDB and IFAD pro- gram work plans, budgets, and monitoring and evaluation frameworks in consul- tation with the program management team and relevant stakeholders.
Coordinate across technical teams, contractors, and stakeholders.
Ensure alignment of project activities with approved work plans, budgets, and timelines under IsDB and IFAD across components.
Support the preparation and updating of detailed project implementation plans under ISDB and IFAD across components.
Assist Lead the process and finalize all documents based on ISDB and IFAD requirement.
Project Implementation Support:
Strengthening the capacity of SPIU technical team on project manage- ment, planning, monitoring and evaluation.
Organize and participate in the program meetings, workshops, and mis- sions and prepare reports for follow-up actions.
Identify bottlenecks and propose corrective measures.
Assist in the development and update of program work plan, budget, and monitoring and evaluation framework in consultation with the program manage- ment team and the relevant stakeholders.
Ensure compliance with donor uidelines, procurement procedures, and financial management rules.
Provide technical support and coordination for project deliverables across components 1 and 2, review the program documents, reports, plans and provide feedback and recommendations for improvement.
Provide technical and managerial support to the program management team and the state coordinator in the implementation of the program activities, such as conducting feasibility studies, preparing business plans, mobilizing re- sources, and facilitating partnerships.
Provide hands-on support to ensure timely execution of project activities
Provide overall technical and managerial support to the program man- agement team and the state coordinator in the implementation of the program activities, such as ToR development, preparing business plans, mobilizing re- sources, review all procurement documents, review consultant reports and vali- dating the reports, and facilitating partnerships
Ensure the timely and quality delivery of the program outputs and out- comes and report on the progress and challenges of the program implementation. f) Identify and document the best practices, lessons learned, and success stories of the program and disseminate them to the relevant stakeholders.
Monitoring and Evaluation (M&E):
Strengthen monitoring systems and tools for tracking project progress.
Facilitate communication between SPIU, government authorities, and development partners.
Develop key performance indicators (KPIs) and reporting frameworks.
Support preparation of mission briefs, presentations, and documentation.
Review progress reports and ensure accuracy and consistency.
Capacity Building:
Develop standard operating procedures (SOPs) where needed.
Train SPIU staff on project management tools and methodologies.
Promote knowledge transfer and institutional strengthening.
Risk Management:
Monitor risk indicators and advise on proactive measures.
Identify project risks and develop mitigation strategies.
Deliverables:
Documentation of best practices, lessons learned, implementation experi- ences, success stories, and recommendations for improving SAPZ implementa- tion in Kano State.
Final consultancy report at the end of the assignment, including a summa- ry of work completed, results achieved, challenges encountered, lessons learned, outstanding issues, and recommendations for sustaining implementation progress.
Risk Management Framework.
A monthly progress report on the program implementation, including the achievements, challenges, disbursement rate and recommendations for both ISDB and IFAD.
An annual report, including the summary of physical and financial prog- ress report for both ISDB and IFAD.
Final Assignment Report.
Quarterly programme performance reports covering progress against work plan targets, output indicators, key results, risks, constraints, implementa- tion issues, and recommendations for management action.
Monthly progress reports summarizing activities undertaken, achieve- ments recorded, implementation challenges, corrective actions proposed, and sup- port provided to the SPIU under Components 1 and 2.
Technical notes, briefs, meeting records, workshop reports, mission re- ports, action trackers, and other documents required to support programme plan- ning, coordination, implementation, and follow-up.
A quarterly program performance report, including the indicators, targets, and results of the program activities for both ISDB and IFAD.
Capacity Building/Training Reports.
Updated inputs to annual work plans, budgets, implementation schedules, results frameworks, and monitoring tools, as may be requested by the SPIU, NCO, or relevant stakeholders.
Inception report within two weeks of commencement, outlining the con- sultant's understanding of the assignment, proposed methodology, work plan, key milestones, reporting arrangements, and immediate technical support priorities.
The consultant shall prepare and submit the following deliverables to the Kano SPIU and the National Coordination Office, in a form and quality acceptable to the Programme Management:
Responsibilities of The Consultant
The Consultant shall be responsible for his/her accommodation and trans- portation expenses in the course of carrying out the assignment.
Produce progress report on the program implementation as at when due, performance and a final report as required, assist the State Programme Coorcina- tor and report to the National Program Coordinator though out the assignment.
Key Performance Indicators
The performance of the consultant shall be assessed against agreed targets, time- lines, quality standards, and the extent to which the assignment contributes to effective implementation of the SAPZ programme in Kano State.
The key perfor- mance indicators shall include:
Evidence of improved planning, monitoring, and reporting, including up- dated work plans, budgets, implementation schedules, results frameworks, and risk or issue trackers.
Responsiveness to implementation needs, including timely feedback on programme documents, prompt follow-up on management decisions, and proac- tive identification of risks and corrective actions.
Quality and practical relevance of technical advice, implementation sup- port, reports, and recommendations provided to the Kano SPIU and the National Coordination Office.
Effectiveness in coordinating with programme stakeholders, including the SPIU, NCO, state government institutions, private sector actors, service provid- ers, and development partners.
Documentation and dissemination of best practices, lessons learned, suc- cess stories, and implementation experiences that can inform programme learning and replication.
Timely submission of all agreed deliverables, including one (1) inception report, twelve (12) monthly progress reports, four (4) quarterly performance re- ports, one (1) technical notes, action trackers, and one (1) final consultancy report. b)
Demonstrated progress in supporting implementation of Components 1 and 2, including follow-up on agreed actions, resolution of bottlenecks, and sup- port to achievement of work plan targets.
Qualifications and Skills Required
Fluency in English, both written and spoken. Knowledge of other Hausan language will be an asset.
Excellent communication, facilitation, and coordination skills and ability to work effectively with diverse stakeholders and computer literate.
Minimum of a Master's Segree in General Agriculture, Agricultural Eco- nomics. Agricultural Engineering, Agronomy, Animal Husbandry or equivalent in Project Management or other related fields. Higher qualifications will be an added advantage
Proficiency in the use of Microsoft Office applications and other relevant software.
Demonstrated expertise and knowledge of the SAPZ program and its ob- jectives, components, and partners.
The consultant must be a high level expert who has mastery and experi- ence of project management, project implementation, monitoring and evaluation expertise in agriculture sector who can work under significant pressure
Must have advisory or technical coordination leadership on agriculture projects and must have worked under Development Financial Institutions (DFI) environment for at least five (5) years. Experience in WB, AfDB, IFAD OR ISDB essential
Proven experience in infrastructure or public sector projects attraction of the privet sector and business modeling.
Proven ability to work under pressure and deliver high-quality results within tight deadlines.
At least 10 years of relevant experience in project management in the ag- ricultural sector, in Nigeria or other African countries.

Report Submission and Reporting:
The Consultant shall report to the National Program Coordinator on Pro- gramme implementation, coordination and management throughout the period of this assignment.
Monthly, Quarterly submission of State Progress Report to the National Coordination Office (NCO) in Abuja for onward transmission to the Bank (s).
Payment method:
The arrangement for payment for the Consultant is prosed 100% payment and shall be sourced from the approved budget line in Kano ISDB COSTAB.
