Job Summary

The role leads the development and management of regulatory documentation, governance frameworks, and proof-of-concept (POC) programmes, ensuring technology initiatives progress from concept through regulatory and governance approvals.

Responsible for driving governance, regulatory compliance, and technical programme delivery across the Group Technology Products & Platforms (GTPP) portfolio.

The Technical Program Manager serves as the custodian of compliance documentation, programme governance, and regulatory engagement, enabling technology products to meet internal standards and external regulatory requirements while supporting timely delivery and informed executive decision-making.

Key Responsibilities

  • Regulatory Documentation & Compliance:
  • Ensure all regulatory documentation meets audit and regulatory standards with minimal rework.
  • Prepare and coordinate regulatory submissions, licence applications, and responses to regulatory enquiries.
  • Maintain a comprehensive register of regulatory obligations for all entities and products, ensuring timely monitoring and closure of compliance requirements.
  • Develop, maintain, and continuously update regulatory and licensing documentation across the technology portfolio, including pMint and other technology ventures.
  • Governance & Controls:
  • Coordinate governance review processes and compliance monitoring activities.
  • Develop and maintain governance frameworks, policies, decision-rights, and documentation supporting GTPP initiatives.
  • Identify governance and compliance gaps, recommend remediation actions, and monitor implementation.
  • Partner with Legal, Compliance, Risk, and Information Security teams to ensure adherence to regulatory and Group governance requirements.
  • Technical Programme & Proof of Concept (POC) Management:
  • Manage programme timelines, dependencies, risks, and stakeholder engagement across Product, Engineering, Legal, Compliance, and external partners.
  • Produce executive-ready specifications, governance papers, programme updates, and decision-support documentation.
  • Coordinate the delivery lifecycle of POCs from initiation through Go/No-Go decisions.
  • Define Proof of Concept (POC) scope, business requirements, regulatory considerations, success criteria, and acceptance gates.
  • Regulatory Reporting & Stakeholder Coordination:
  • Coordinate engagements with regulators, external advisers, and internal stakeholders to support regulatory approvals and governance requirements.
  • Serve as the central point of coordination for regulatory, governance, and POC reporting across the technology portfolio.
  • Escalate critical issues with clear recommendations and implementation options.
  • Prepare periodic reports highlighting programme status, compliance progress, risks, and key milestones.

  • 100% of POCs have documented scope, requirements, success criteria, and acceptance gates before execution.
  • Average POC decision cycle time tracked and improved quarter-on-quarter.
  • 90%+ of POCs progress from specification to Go/No-Go decision within approved cycle time.
  • Documentation Quality:
  • Zero critical audit findings attributable to documentation deficiencies.
  • 100% of governance and regulatory documents maintained in approved repositories.
  • 95%+ first-pass approval rate for executive and governance papers.
  • Stakeholder & Risk Management:
  • 100% of high-risk issues escalated within 48 hours of identification.
  • Monthly governance and programme status reports delivered by agreed reporting dates.
  • 90%+ of stakeholder action items closed within agreed timelines.

Qualifications

  • Professional certification in Project Management (PMP, PRINCE2), Governance, Risk, or Compliance is an added advantage.
  • Bachelor's Degree in Computer Science, Information Technology, Engineering, Business Administration, Law, or a related discipline.
  • Minimum Experience:
  • Proven experience delivering technical programmes and Proofs of Concept (POCs) through governance and approval processes.
  • Minimum of six (6) years' experience in Technical Programme Management, Governance, Regulatory Compliance, or Project Management within fintech, financial services, or another regulated industry.
  • Experience working with cross-functional teams across Product, Engineering, Legal, Risk, Compliance, and Information Security.
  • Strong understanding of Nigerian regulatory frameworks, including CBN, SEC, NDPC (Data Privacy), and related financial services regulations.
  • Demonstrated experience managing regulatory submissions and interactions with regulatory bodies.
