Bachelor\'s degree in Computer Science, Information Technology, Engineering, Business Administration, Law, or a related discipline.
Professional certification in Project Management (PMP, PRINCE2), Governance, Risk, or Compliance is an added advantage.
Minimum Experience
Minimum of six (6) years\' experience in Technical Programme Management, Governance, Regulatory Compliance, or Project Management within fintech, financial services, or another regulated industry.
Demonstrated experience managing regulatory submissions and interactions with regulatory bodies.
Proven experience delivering technical programmes and Proofs of Concept (POCs) through governance and approval processes.
Strong understanding of Nigerian regulatory frameworks, including CBN, SEC, NDPC (Data Privacy), and related financial services regulations.
Experience working with cross-functional teams across Product, Engineering, Legal, Risk, Compliance, and Information Security.

JOB SUMMARY
Responsible for driving governance, regulatory compliance, and technical programme delivery across the Group Technology Products & Platforms (GTPP) portfolio. The role leads the development and management of regulatory documentation, governance frameworks, and proof-of-concept (POC) programmes, ensuring technology initiatives progress from concept through regulatory and governance approvals. The Technical Program Manager serves as the custodian of compliance documentation, programme governance, and regulatory engagement, enabling technology products to meet internal standards and external regulatory requirements while supporting timely delivery and informed executive decision-making.

REPORTING RELATIONSHIPS Reports To: Director of Group Technology, Products & Platforms
Key Responsibilities
- Regulatory Documentation & Compliance
- Develop, maintain, and continuously update regulatory and licensing documentation across the technology portfolio, including pMint and other technology ventures.
- Maintain a comprehensive register of regulatory obligations for all entities and products, ensuring timely monitoring and closure of compliance requirements.
- Prepare and coordinate regulatory submissions, licence applications, and responses to regulatory enquiries.
- Ensure all regulatory documentation meets audit and regulatory standards with minimal rework.
- Governance & Controls
- Develop and maintain governance frameworks, policies, decision-rights, and documentation supporting GTPP initiatives.
- Coordinate governance review processes and compliance monitoring activities.
- Identify governance and compliance gaps, recommend remediation actions, and monitor implementation.
- Partner with Legal, Compliance, Risk, and Information Security teams to ensure adherence to regulatory and Group governance requirements.
- Technical Programme & Proof of Concept (POC) Management
- Define Proof of Concept (POC) scope, business requirements, regulatory considerations, success criteria, and acceptance gates.
- Coordinate the delivery lifecycle of POCs from initiation through Go/No-Go decisions.
- Manage programme timelines, dependencies, risks, and stakeholder engagement across Product, Engineering, Legal, Compliance, and external partners.
- Produce executive-ready specifications, governance papers, programme updates, and decision-support documentation.
- Regulatory Reporting & Stakeholder Coordination
- Serve as the central point of coordination for regulatory, governance, and POC reporting across the technology portfolio.
- Prepare periodic reports highlighting programme status, compliance progress, risks, and key milestones.
- Escalate critical issues with clear recommendations and implementation options.
- Coordinate engagements with regulators, external advisers, and internal stakeholders to support regulatory approvals and governance requirements.
